The incumbent provides support services for the Inventory Stock Section of the Prosthetic and Sensory Aids Service (PSAS) and is responsible for issuing items directly to patients, posting to individual patient prosthetic records, ordering receiving of appliances and/or devices. The incumbent shall direct patients to appropriate services of the Medical Center if necessary to obtain proper prescriptions.

Duties

Incumbent works closely with the Prosthetic Items Manager and within the facility to ensure appropriate stock levels, issuing of items to patients prosthetic record and within the facility sections to ensure total supply support of prosthetic items for outpatients. Incumbent provides customer service by assist in processing of prosthetic requests and prescriptions for items and durable medical equipment from physicians, therapist, medical center personnel, patients or their representatives. The incumbent interviews veterans reporting to the service and receives phone calls from beneficiaries. In the event of an unfavorable decision, the incumbent advises veteran of his appellate rights. Incumbent advises the patient, family member or other representative on equipment safety and maintenance to include the appropriate use of the Prosthetic Service Card (PSC) for obtaining repairs. Receives and reviews prosthetic request for completeness, comparing disability or diagnosis to equipment and/or service normally provided for the condition for which they are requested and/or proper documentation has been provided to justify the issuance. Incumbent is responsible to distributes prescriptions, requisitions and procurement documents, etc. Examinies clinical health record folders to determine legal and medical entitlement for prosthetic items and services based on adopted criteria and advises veteran of the same. The incumbent issues items from stock, separates clean and unclean items which are returned and initiates necessary paperwork to have item condemned which cannot be used. Reviews all incoming shipment of items to ensure that the service is receiving the correct quantities, the item ordered and initiates appropriate paperwork to correct any discrepancies. The incumbent is responsible for working with inventory managers in setting appropriate levels, inventory counts and reconciliations and reviewing of long and inactive appliances or devices. The incumbent must have a thorough knowledge of Prosthetic Inventory Package (PIP), VHA directive 1173, and Prosthetic & Sensory Aids Services Business Practice Guidelines. Incumbent is responsible for ensuring all items placed in stockrooms are coded for use to assure correct items are scanned on patient's prosthetic records. Incumbent is responsible for annotating serial numbers of required stock to patients records. Incumbent is responsible for assuring stock inventory is in the PIP system including but not limited to the Durable Medical Equipment (DME) contractor outpatient facilities and throughout the main hospital facility. Incumbent work is performed using office automation equipment (PC, document scanner, fax, copier, label maker, MS Office, Excel, DHCP, IFCAP, VISTA, CPRS and other Prosthetic software packages) along with hand trucks and carts to move stock. In the performance of official duties, the employee has regular access to printed and electronic files containing sensitive information which must be protected. The incumbent is responsible for: Protecting patient information from unauthorized release or from loss, alteration, and/or unauthorized deletion. Maintaining strict confidence of any personnel issues or items identified as confidential by the Supervisor Receives and distributes incoming Prosthetics US Mail and inter-office mail ensuring that all mail received to designated personnel in a timely manner. (Within 2 hours of delivery by mailroom). Redirects misrouted main that should be forwarded to other services. Coordinates with mailroom personnel to resolve problems with prosthetic's mail. Ensures out-going mail is in the proper outgoing basket and picked up by the mail room personnel. Receives and distributes ordered supplies delivered to the PSAS office to the appropriate location or person. Assists with archiving procurement files, packaging, marking, labeling and transferring of records and procurement files to archives/records retention center and assist with retrieval of files from archives for analysis and research or data requests. Candidates may be eligible for a lump sum CSI. The amount of lump sum CSI is determined based on appointment date and may be pro-rated as determined by the end date of the CSI. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: One year of specialized experience equivalent to the GS-05 grade level in the Federal Service which includes: 1) Provide support services for the Inventory Stock Section 2) Issue items directly to patients posting to patient records, 3) Order and receive appliances and devices. 4) Receive and set stock levels to maintain a 30 day of prosthetic appliances and tools. 5) Responsible for sorting, compiling, typing, distributing requisitions, orders and miscellaneous procurement documents. 6) Process micro-purchases transactions and purchase NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. You will be rated on the following Competencies for this position: CommunicationsComputer SkillsCustomer Service (Clerical/Technical) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
