This position is in the Office of the Secretary, Office of Diversity and Inclusion (S/ODI). You will serve as a senior public affairs advisor, exercising technical expertise to serve as office spokesperson and implement messaging to U .S. and foreign audiences through traditional and social media in support of and advocacy for diversity, equity, inclusion, and accessibility (DEIA).
Duties
Provides background briefs to offer important context and suggestions for public affairs engagements to the Chief Diversity and Inclusion Officer (CDIO) and staff, Department Spokesperson, and other senior officials on press responses.
Works through management with the CDIO to develop strategic communications goals and objectives for the office, proposes new policy and program approaches, analyzes resource implications, and advocates for acquisition of budget and other resources.
Coordinates in drafting strategic communication initiatives in coordination with broader Department of State and interagency planning priorities concerning DEIA; serves as a spokesperson with reporters and journalists to articulate DEIA policy.
Plays a substantive role in the preparation and dissemination of press guidance; works with Bureau officers to draft responses to unanswered press briefing questions; drafts speeches, talking points and social media content in support of the mission.

- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience establishing liaison throughout the governmental and non-governmental community to promote diversity, equity, inclusion, and accessibility (DEIA) messaging.
Experience strategically using broadcast and digital media distribution to convey core messaging objectives.
Experience preparing travel, coordinating activities, arranging press travel interviews, organizing press and media round tables and transcribing interviews.
There is no substitute of education for specialized experience for the GS-13 position.
