Duties
This Transportation Security Specialist position is located in Foreign Airports Assessments, Compliance, Security Operations (SO), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as a technical authority and consultant who renders critical technical advice, guidance, and recommendations to agency management on international transportation security matters and systems.
Conducts comprehensive inspections/reviews of all transportation security measures including foreign airport assessments and operations using the full range of inspection techniques and methodologies.
Tracks vulnerabilities at international airports to evaluate progress and partners with Transportation Security Specialists at the Regional Operation Centers (ROC), ROC Managers, IO Bureau Desk, and TSA Representatives to develop mitigation strategies.
Researches and analyzes relevant quantitative and qualitative data to support objectives and implement project approach, methodologies, and work plans.
Provides analysis of international aviation security standards and programs.
Develops and/or advises leadership on policies, procedures, and strategies for international aviation security and cargo activities that may potentially impact U.S. transportation security objectives, security research, and development programs.
Collaborates in the development of strategies for evaluating program accomplishments and makes recommendations for noted program deficiencies.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Utilizing transportation sector security laws, regulations, rules, policies, precedents to inform teams regarding quality standards for inspections; AND
Making recommendations regarding ongoing security challenges, trends, and/or vulnerabilities; AND
Examining and identifying key vulnerabilities impacting global aviation security.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
