Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM),Gulf of Mexico OCS Region (GOMR), Resource Evaluation (RE), in Jefferson, LA. This position is being advertised as both location negotiable after selection and with a duty station(s) of Jefferson, LA with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address, and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval". At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1. Directly supervises a staff of approximately 8-10 professional employees, grades GS-13 and below. 2. Supervises and leads the systematic preparation of detailed geologic and stratigraphic interpretation, maps and cross sections for each of the fields and lease discoveries. Interpretation includes analysis of geophysical and well data resulting in the preparation of seismic stratigraphic and systems tract interpretations, salt tectonics, well log analysis, and other exploration studies to determine the stratigraphic relationships and depositional environments of prospective reservoirs. 3. Supervises the performance of field and reservoir analyses conducted by classical engineering methods to ensure the reserve adequacy of reservoirs and fields. The Supervisor ensures that every reservoir and field within his/her area of responsibility is properly classified based on the alignment to the industry standard of AAPG/SPE/WPC Petroleum Resources Management System. 4. Oversees the implementation of a Carbon Sequestration and Storage (CCS) program in the Office of Resource Evaluation; conducts systematic reviews of carbon storage units including storage assessment, site characterization, CO2 plume modeling and monitoring, and determination of plume stability. 5. Supervises Worst Case Discharge (WCD) verification workload responsibilities including initiating, reviewing, and approving the validity of the assumptions, analogs, and calculations associated with the verification of the WCD submitted by operators for Exploration Plans (30 CFR 250.219(a)(2)(iv)), Development Plans (30 CFR 250.250(a)(2)(iv)) and Oil Spill Response Plans (30 CFR 254.47). Makes assignments of WCD projects and ensures consistency of the verifications. 6. Supervises Phase 1 and Phase 2 tract geological and geophysical evaluations for fair market value determinations for the assigned geologic trend during GOM lease sales. Activities include (1) identification of the play, (2) the preparation of detailed geophysical and geological maps, cross sections, and stratigraphic analyses, (3) risk assessments and (4) serve on Tract Evaluation Committee to review Fair Market Value determinations for tracts in OCS Lease Sales and make recommendations to accept or reject the high bids. 7. Improves existing workflows, and research and propose workflows for new projects. 8. Assists the Section Chief in the requisition of resources and training necessary for personnel to maximize their quality of work. The Bureau of Ocean Energy Management (BOEM) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information Jefferson, LA GS-14, Step 1: $134,876 to Step 10: $175,335 per annum. Virtual GS-14, Step 1: $116,393 - Step 10: $183,500 First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. SUBMISSION OF TRANSCRIPTS IS REQUIRED. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: Petroleum Engineer, 0881 A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience -- College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Degree: that included at least 30 semester hours in mathematics (including calculus) and the physical sciences (geophysics, physics, engineering, geology, astronomy, meteorology, electronics, etc.). -OR- B. Combination of education and experience: courses as shown in A above, plus appropriate experience or additional education. Geologist, 1350 A. Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. -OR- B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education. (2) Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience utilizing expertise in geology, geophysics or petroleum engineering related to oil and gas resource assessment, reserve estimation, and/or economic evaluation of OCS minerals, in a position serving as a technical expert or advisor to management, industry, or government personnel. Must meet all.
