DUTIES: Perform duties as a Lead Engineer for the NGRC program and lead technical management activities associated with the NGRC weapon system; serve as a technical consultant, providing guidance to junior engineers and program managers, senior subject matter specialists and/or agency officials responsible for nuclear enterprise operations. Support the design, development, and delivery of the NGRC weapon system in the RV Capabilities Branch providing technical leadership and expertise to all personnel, programs, support missions, associates, and customers internal and external to the Payloads Division. Coach team members in the selection and application of appropriate problem-solving methods and techniques; develop strategies for training, mentoring, and continuing development of the engineering team. Lead technical reviews of prime contractor products delivered during Technology Maturation and Risk Reduction (TMRR) activities leading to subsystem and system Preliminary Design Reviews, test and evaluation milestones, and Milestone B in preparation for Engineering and Manufacturing Development (EMD) phase. Advise Integrated Product Team and division leadership on technical risks and issues affecting the cost, schedule, and performance during development, test and evaluation, fielding, and sustainment of the NGRC equities of the Sentinel weapon system. Develop and present technical briefings and reports to the Payloads Division leadership, the Sentinel Executive Leadership Team, and the Program Executive Officer. Engage with geographically dispersed stakeholders including subject matter experts from across the AFNWC, Air Force Global Strike Command, Contractors, and Senior Department of Defense officials to ensure Sentinel technical activities are successfully planned, coordinated, and executed. SKILLS: At least eight years of relevant technical experience is typically required to perform the role of Lead Engineer at the NH-04 level. Acquisition engineering experience which involved leading teams and participating in milestone technical reviews, integration readiness reviews, test readiness reviews, qualification and verification reviews, configuration audits, and independent analysis activities for complex systems is highly valued. Technical experience developing and/or providing technical leadership for acquisition of hardware and software, RV systems, database systems, cyber security systems, communications systems, and/or hardware devices is ideal. Strong background in professional engineering principles, modeling and simulation frameworks, requirements development, verification activities, digital engineering, and model-based systems engineering is highly desired. Technical experience in the development, test and evaluation, fielding, and sustainment of hardware and software for strategic systems is strongly preferred. Experience in hardware and software integration is desired. Familiarity with nuclear weapon systems, to include nuclear certification, is a plus.

  • Employee must be able to obtain and maintain a Top Secret security clearance with Special Access Program (SAP)

  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

  • Employee will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • This position falls under Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management ?Practitioner? certification and is a Critical Acquisition Position.
  • In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Subject to Temporary Duty Assignment (TDY): Approximately 10 days per year.
  • Acquisition Professional Development Program (APDP) certification and meet APDP continuing education requirements.
  • Employee may be required to work overtime.

Incumbents must meet the minimum core criteria at the Chief Engineer level (UMD 805) per AFMC Instruction 62-202, AFMC Core Criteria for Critical Engineering Positions, 27 October 2016. CEP requirements must be met prior to appointment. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of advanced engineering concepts, theories, principles, practices, and working knowledge of other engineering disciplines; of a broad range of engineering standards, precedents, methods, and techniques to ensure work in compliance with regulations and standards; and of the operations, products, services, needs, and goals of the program and assigned organizations and related customers, functions, resources, and users. 2. Knowledge of a broad range of engineering standards, methods, practices, techniques, materials and equipment and extensive knowledge of engineering and management techniques associated with cost, schedule, and performance; and of environmental principals, practices, procedures, laws and regulations, safety and security regulations, practices, and procedures and process improvement initiatives. 3. Knowledge of standard contracting regulations, practices, and procedures, and in interpreting, applying and adapting broad policy statements, regulations, and other guidelines in developing procedures where no precedence exists; and of planning, programming, and budgeting cycles, financial systems, restrictions on the expenditures of funds, cost comparison procedures and applicable directives. 4. Ability to delegate authority and lead professional general, material, mechanical, electrical, and industrial engineers having in depth knowledge of engineering concepts, principles, practices, and extensive familiarity with other engineering disciplines as well as industrial development and facility engineering maintenance; and ability to conduct studies, investigations, problem analysis, and then summarizing the results and developing logical and well documented results. 5. Ability to research, analyze, interpret and apply rules, regulations and procedures in a variety of situations, draw conclusions and recommend timely and economic solutions; and to plan, conduct, and record site/facilities surveys, inspections, and coordinate with other engineering disciplines. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources; and to plan and organize work and coordinate with other engineering disciplines and architects, process improvement personnel, program managers, and senior level managers.
