RANGE OF DUTIES:
Serve as a technical authority on federal acquisition strategy, formulation, and execution, providing oversight and management of assigned projects/programs and their execution status.
Plan, organize, direct, and/or coordinate activities of defense industry contractors, consultants, and government functional specialists in contracting, engineering, manufacturing, program control, data configuration management, testing/evaluation, and life-cycle logistics.
Use basic management skills (i.e., planning, organizing, leading, and executing) to remain within cost and schedule constraints while achieving performance objectives and managing risk.
Establish management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program status and provide early detection of emerging problems.
Proactively advise leadership on programmatic and technical risks associated with implementing proposed solutions.
Represent the organization at executive levels within the government and to contractor/industry representatives; delivers presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives.
Provide continuous assessment/evaluation of overall program goals, objectives, strategies and performance to ensure a sound basis for long-range acquisition program management processes and follow-on system life cycle support planning.
REPRESENTATIVE SKILLS:
At least four (4) years of experience in federal acquisition, program/project management, and/or life-cycle logistics is typically required for a Lead Acquisition Program Manager role.
Experience in ACAT I acquisition, and a working knowledge of DoD Directive 5000.01 The Defense Acquisition System are highly desired.
Experience in Engineering & Manufacturing Development (EMD) Phase execution, and a leadership role in Critical Design Review (CDR) are ideal.
Strong communication, organizational and leadership skills with demonstrated experience in leading, influencing and collaborating in a diverse team environment that includes external functional and program stakeholders is strongly preferred.
Demonstrated ability to prepare and present briefings, reports, findings and recommendations, program information, written summaries and results from synthesized data and/or metric analysis etc., with senior leadership, external stakeholders and customers (e.g., government contractors, other government agencies, federal Labs, etc.) is highly desired.
A bachelor's degree in a related field is a plus; a Master's degree in business is preferred.

- Employee must be able to obtain and maintain a Top Secret security clearance with a Special Access Program requirement.
- Employee will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and
participation in random drug testing.

- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management ?Practitioner? certification category within required timeframe after appointment.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
- Acquisition Professional Development Program (APDP) certification and meet APDP continuing education requirements.

2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.
5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
