The incumbent serves as the Program Analyst for the Budget & Analytics program providing direct program analysis and support for the Office of the Chief of Staff (COS), located at the SFHCS. The incumbent's primary responsibility is to apply budget analysis theory, concepts, methods, and procedures connected with the budget formulation, and execution of VHA's particular programs, systems, procedures, functions, and structure of the organization supported organizational component/facility.

Duties

Duties of the position include but are not limited to: Monitors budget levels to ensure legal and efficient use of funding; evaluates the effect of cost and program changes during the budget execution process, and prepares data summaries for regular and special reports on budget execution. Performs data analysis of fiscal operations, identifying trends and gaps in final reconciliations to prevent adverse outcomes that impact the Chief of Staff operations and budget Reviews and analyzes budget submissions including budgetary goals, timetables, milestones, and criteria for assessing program cost effectiveness Participates in the identification, justification, and prioritizing unfinanced requirements (UFRs) and year-end closing processes to ensure proper use of provided funds with no anti-deficiency act violations. Provides program managers/division chiefs with financial information such as monthly financial reports showing the status of receipts, obligations, and expenditures of operational dollars Presents both oral and written reports to different levels of management, on the impact of budget trends ensuring proper analysis and validation Interacts responsibly with clinical and administrative staff at all levels throughout SFVAHCS Provides clear and concise explanations of data analyses as well as reports summarizing the data Work Schedule: Monday Through Friday 07:30am - 04:00pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the principles and practices of health care administration and medical staff issues in the setting of a major affiliated VA Medical Center, Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations, Knowledge of pertinent laws, regulations, policies and precedents that affect programs and related support resources in the area studied. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge of, and skill in, adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond masters degree. To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. EXAMPLE: To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond the first 18 semester hours (i.e. beyond the first year) by 18. Add the two percentages together. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Walking to other areas of the medical center is required several times daily. Work is typically performed in an adequately lighted and climate controlled office.
