The primary purpose of this position INDUSTRIAL ENGINEERING TECHNICIAN, GS-0895-09 POTENTIAL GS-11 is to serve as an independent production planner or leader. Performs complex and comprehensive studies in the repair, overhaul, manufacture, and modification of components for a commodities production branch in worldwide support of major weapons systems.
Duties
Accomplish initial planning functions to include production planning, manufacture planning, and methods improvement.
Develop/revise standards to include the following tasks: develop labor, material, equipment, and facility standards for shop workloads.
Develop and file, maintain the Bill of Materials for all workloads.
Support the Group in production meetings and assist in identifying significant planning issues.
Provide technical guidance and coordination on unusual technical problems encountered during the production cycle.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule
Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0895, Industrial Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes experience that involved work measurement, simplification, and standardization; knowledge of methods analysis and improvement; skill in analyzing and designing work center facilities and equipment; and knowledge of planning and controlling of industrial operations.

EDUCATION: Applicant must have successfully completed a master's or two full years of progressively higher-level graduate leading to such a degree with a major of any combination of courses in engineering, technology, industrial management, industrial relations, public or business administration, mathematics, statistics, physical science, psychology, or vocational education. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education with a major listed above and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11
SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includesadvising management in the areas of planning and organizing, facilities layout, plant design, industrial production planning, and industrial standards; applying scientific methods in systematic studies of the organization and the accomplishment and improvement of work efforts; and preparing comprehensive written reports containing their recommendations and supporting data.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of production material requirements, work sequences, machinery, and manpower requirements for industrial operations.
Knowledge of a variety of engineering technician processes and techniques to include work measurement, methods improvement, engineered time standards, layout design and cost analysis.
Knowledge of mechanics and construction, maintenance and repair facility work processes and methods.
Knowledge of safety and occupational health requirements, as outlined in applicable standards, regulations, or technical orders.
Ability to communicate orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
