The primary purpose of this position, INDUSTRIAL ENGINEERING TECHNICIAN, GS-0895-11, is to provide Industrial Engineering support within the depot and ensure all workloads are planned with the most efficient cost and ensure the shops are provided with all the technical data, tools & equipment, etc. required to perform assigned duties.

Duties

Accomplish initial planning functions to include production planning, manufacture planning, and methods improvement. Develop/revise standards to include the following tasks develops labor, material, equipment, and facility standards for shop workloads. Develop and maintain the Bill of Materials (BOM) for all workloads. Support the Planning Chief, Exchangeable Production Support Chief and Fixer in production meetings and assist in identifying significant planning issues. Provide technical guidance and coordination on unusual technical problems encountered during the production cycle. Perform all duties associated with labor standards, work control documents, bills of material, and workload planning packages. Maintain a high level of accuracy in the maintenance repair and overhaul system called Impresa.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0895, Industrial Engineering Technician Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience that involved work measurement, simplification, and standardization. Methods analysis and improvement. Analysis and design of work center facilities and equipment. Planning and control of industrial operations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11 SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes: anticipating production problems and recommending design changes to facilitate production considering multiple demands, accurately judging, and balancing multiple demands upon production constraints; and/or experience with industrial engineering technician processes and techniques and pertinent industrial and related production processes, facilities, methods, and equipment FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Accomplish initial planning functions to include production planning, manufacture planning, and methods improvement. Maintain a high level of accuracy in the maintenance repair and overhaul system called Impresa. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work is sedentary. Typically, the incumbent sits comfortably to accomplish their work. However, there may be some walking, standing, bending, carrying of items such as papers, books or driving an automobile, etc., weighing less than 25 pounds. No special physical demands are required to perform the work. WORK ENVIRONMENT: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meetings, training rooms, or commercial vehicles. The work areas are adequately lighted, heated, and ventilated. When in industrial areas, incumbent is expected to comply with all safety and security measure including, the wearing of masks, eye protection, etc.
