This position is located in the Bureau of Global Public Affairs, Office of Global Campaign Strategies. The incumbent serves as a Strategic Communications Specialist and is responsible for planning and coordinating activities that enable the communication of key Department public affairs priorities, objectives, and campaigns to audiences around the world.
Duties
Coordinates the State Department’s public communications on the Administration’s highest foreign policy priorities. Designs, drafts, and finalizes strategies and communications plans, ensuring alignment with policy and current events.
Convenes offices from across the State Department to discuss activities, accomplishments, issues, and to develop approaches that meet communications objectives via press engagement, written and video content, digital media platforms, and outreach.
Serves as an operational link between Global Public Affairs Bureau leadership and other stakeholders. Conveys front office directives to other stakeholders and advises leadership on approaches, concerns, and opportunities.
Develops and maintains a strong network of Department and Interagency policy and communications experts to promote timely and accurate information flow.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience briefing and engaging with high-ranking officials.
Experience applying communication principles, techniques, practices, and methods.
Experience maintaining a network of contacts across a wide range of internal and interagency stakeholders.
Experience acting as a liaison or conduit to facilitate information flow.
Experience developing strategic objectives based on stated priorities, and identifying communications tactics in support of reaching goals.
There is no substitute of education for specialized experience for the GS-13 position.
