This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program.  This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Qualifications

The qualification requirements listed below must be met within 30 days of the closing date of the announcement. You qualify for this position at the IC-14 level (starting salary $132,368) if you possess the following: One full year of specialized experience equivalent to the next lower grade (IC-13) in the Federal Service.  This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience.  Specialized experience for this position includes:  Advising, preparing, and reviewing requirements documents, cost estimates, Acquisition Plans and other pre-award documentation requirements Leading and facilitating project teams Interpreting and providing guidance on federal acquisition regulations and policies This position has a positive education requirement. In addition to the Specialized Experience requirement, you must meet the listed education requirement below. (Submission of transcript and FAC-C Level II or FAC-C III or FAC-C Professional for IC-14 or DAWIA certificate is required) Completion of all mandatory training prescribed by the head of the agency for progression to IC-13 or higher level contracting positions, including at least 4-years’ experience in contracting or related positions. At least year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your application must show that you meet all requirements for this position.
