This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as an Operations Research Analyst within the US Army Futures & Concepts Center Sustainment (CDID), Fort Gregg-Adams, VA.

Duties

Participate in projects requiring the use of operations research, systems analysis, economic and cost analysis (OR/SA/EA/CA) techniques. Assist in the development and modification of simulations used in analysis of Sustainment operation issues. Utilize scientific methods to solve complex logistics capability developments problems. Analyze complex processes in support of sustainment operations. Identify analytical or modeling techniques to be used to achieve solutions. Employ a variety of analytical tools or simulations to evaluate Sustainment operations.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This is a Term position not to exceed 3 years. A term position may be extended to a maximum of eight years depending upon the needs of management.
• Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
• This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience applying statistical, mathematical, data processing, scientific and/or engineering methods and techniques to devise solutions to operational problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
