The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership of an identified, high-potential, mid-level manager/executive; it is not a continuing position and assignment duration is 36 Months.

Duties

DUTY 1 Performs Career Broadening assignments involving initiating and developing Air Force policy and recommends approval and implementation. Exercises considerable influence over policies, programs, and develops policies and procedural aspects for Science & Technology (S&T), acquisition and standardization programs. Identifies deficiencies in current policies and procedures and initiates action to correct these deficiencies. Serves as an advisor for Space S&T matters and provides advice to SAF/SQ, SecAF, USecAF, CSO, and OSD. Oversees S&T program elements to ensure technology development supports warfighter needs. Ensures institutionalization of system engineering concepts & disciplined processes in Development Planning, Prototyping, Experimentation and Program Integrated Lifecycle Management activities. DUTY 2 Represents the U.S. Department of Defense, Air Force, SAF/SQ, and Division as appropriate. May include serving as the United States representative on DoD, intergovernmental, international treaty, coalition partners, or nongovernment organizations. Initiates actions and interacts with officials throughout Government and Industry science, technology and engineering communities to assure that policy, procedures and guidance documents effectively support Defense and Air Force needs. Provides consultative services to Program element Monitors, Program Executive Officers (PEOs) and staffs, and Secretariat and Air Staff managers and action officers in the execution of OSD, Secretariat, and Air Staff duties. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures and resolve problems that arise while representing SAF/SQ director at the Pentagon and at other DoD locations. Ensures collaboration across the Air Force on science, technology and engineering matters. Works with topic and subject matter experts from a broad range of functional areas across other Services, OSD, other Federal agencies, U.S. allies, and a cross-section of the industrial and academic sectors. Maintains a team and professional relationship among all participants in international, national, and military organizations dealing directly with representatives of government and industry. Develops Air Force sponsored legislation and Air Force positions in connection with proposed legislation. Coordinates with Congressional staff members, as appropriate. Reviews and prepares impact statements covering proposed legislation. DUTY 3 Determines requirements to be satisfied by planning, analyzing and interpreting results of technical evaluations, where precedents are not directly applicable. Serves as focal point for planning and developing recommendations for programs of record. Develops methodologies that are sufficiently accurate, relevant, complete and objective to gain SAF/SQ approval. Ensures conformance to technical specification requirements by addressing critical program performance issues. Plans, analyzes, and evaluates efforts used to define system requirements, translate requirements into design criteria, evaluate alternative design approaches and develop the system specifications. Works closely with a variety of external organizations to resolve planning, programmatic and technical issues. Expected to take a leadership role in terms of defining issues, gathering data, developing recommendations, presenting recommendations for approval, and implementing the final decision. Provides direction and practical advice to counterparts regarding the resolution of policy issues, technical interpretations on matters within the scope of assigned responsibilities and the effects of proceeding under specific circumstances to resolve immediate problems. DUTY 4 Independently carries out special projects and assignments designed specifically to meet the broadening intent of the position. Represents the concerns of the Air Force at meetings and conferences; prepares staff studies and various documents to meet special needs; develops and presents oral presentation; leads and/or serves on steering committees. Advises and briefs AF senior leadership on program issues and results and provides logical courses of action. Provides responsive and timely support to customers, actively supports achievement of goals and objectives by preparing papers and lectures to professional and technical organizations. Develops and presents briefings and prepares written reports. Identifies and interprets broad, general guidance to staff members to allow for development and dissemination of accurate program information. Provides guidance to staff members to ensure success of programs. Establishes goals and assigns responsibilities to team members. Advises team members of changing status and requirements.

  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DPCZ and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • This position is part of the Acquisition Professional Development Program (APDP). The employee is expected to meet the functional area certification requirements within the timeframe range of 1-5 years from appointment date into the position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: all-professional-engineering-positions-0800.pdf (opm.gov) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Demonstrated knowledge of development planning, technology maturity assessments, life cycle systems engineering and integration, and the technological foundations for effective development of program technical assessment strategies. Ability to work with customers to assess needs, provide assistance, resolve problems, and satisfy expectations. Ability to persuade others to accept recommendations, works toward an agreement, and negotiate mutually acceptable solutions. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing. Ability to organize work, set priorities, and determines resource requirements; determine goals and strategies to achieve them; coordinate with other organizations or parts of the organization; monitor progress, and evaluate outcomes. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations. Ability to develop and utilize appropriate data collection techniques. Demonstrated knowledge of the DoD and Air Force acquisition processes. Ability to estimate technical scope to include cost and schedule. Demonstrated ability in technical or engineering environments. Graduate level education in systems engineering, cost analysis, technical planning and assessment or related areas and a master's degree in a technical/engineering specialty or equivalent experience in high tech product development and life cycle management is preferred. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
