This position is located within the Office of Research and Development (ORD), Veterans Health Administration (VHA) Central Office.
Duties
The incumbent serves as a Staff Assisting with the Operations and Workplace Culture section of ORD and participates in the implementation of long and short range plans, goals, and objectives for ORD. The position functions in a role that facilitates linkages between the administrative requirements across all components of ORD, keeping the Deputy Chief Research and Development Officer (CRADO-OWC), apprised of issues in areas that need to be addressed and presenting recommendations to resolve them. Duties include, but are not limited to:
Performing administrative work, which includes coordination of an office's schedule or day-to-day plans.
Developing long-range plans for new or complex programs.
Working with ORD management to develop long-range management plans for the efficient and effective operation of the organization.
Conducting special projects or studies to analyze, evaluate and provide recommendations on administrative programs or issues.
Coordinating special projects for major offices or program issues of broad impact.
Undertaking or participating in special projects, ongoing analyses, investigations, and initiatives that have high priority for high-level management.
Coordinating and/or preparing responses to correspondence in the organization.
Researching and writing letters in response to inquiries at own initiative as well as at the request of ORD managers.
Coordinating the systems to control records for all incoming correspondence and action documents for follow-up to assure timely action or reply, and for filing to enable easy retrieval of all documents and correspondence coming to the office.
Tracking requests in progress, monitoring volume and response timeliness, and other correspondence metrics.
Establishing and maintaining relationships with key officials, agency stakeholders and/or community groups in order to communicate and disseminate program information which results in an understanding of the agency's mission and activities.
Coordinating information exchange between the various components of ORD.
Developing and implementing plans designed to enhance relationships with agency stakeholders and to increase effectiveness in communicating program goals, priorities, and area(s) of concern.
Work Schedule: Monday - Friday; 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below. You must possess both the Individual Occupational Requirement and the specialized experience in order to qualify.
Individual Occupational Requirement: In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration -OR- you must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized Experience: In addition to meeting the Individual Occupational Requirement above you must also have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; developing long and short range plans for programs; conducting special projects or studies to analyze, evaluate and provide recommendations on administrative programs or issues; and coordinating and preparing correspondence.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
