About the Position: As an Emergency Management Specialist (Civil Planner), you will work under the direct supervision of the Regional Readiness and Contingency Operation (RRCO), North Atlantic Division.
Duties
Functional program manager with responsibility for planning, directing, coordination and reviewing Emergency Management for North Atlantic Division (NAD) and US Army Corps of Engineers.
Lead the NAD Division staff and subordinate districts through the planning process for catastrophic disasters and disaster response contingency operations.
Plan, develop, coordinate and integrate requirements supporting the development and production of Command, Control, Communication, Computer and Intelligence (C4I) products.
Establish policies, formulates plans and implements strategies in the areas of emergency operations and corrective actions.
Perform annual and multi-year fiscal planning.
Develop, maintain, and monitor integrated reporting system.
Analyze, extract, summarizes and identifies significate trends and issues.
Forecast and estimate program requirements.
Communicate information to management for effective evaluation of program operations and milestones.
Prepare programmatic reports, justifications, charts, graphs, statistical and narrative data for top-level presentations and briefings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a determination of eligibility for a Secret security clearance.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- Must possess or obtain and maintain a valid state Driver's License.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 40% of the time.
- Required to remain accessible during duty and non-duty hours via telephonic communications system to respond to emergency operation activities.
- Position requires travel during natural disasters may be subject to hazards.

Specialized Experience: One year of specialized experience which includes: 1) Budgeting, developing exercises, and execution of natural and technological Disaster Emergency contingency plans, at the regional and national levels; 2) Coordinating the analysis and interpretation of emergency management policies and regulations, and related training of response personnel; and 3) providing recommendations on plans and proposals to address civil responses to emergency situations such as natural disasters, domestic threats, and/or technological disasters by providing courses of action, milestones and objectives through detailed reports and briefings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
