About the Position: As an Emergency Management Specialist Operations (Program Analyst), you will work under the direct supervision of the Regional Readiness and Contingency Operation (RRCO), North Atlantic Division.

Duties

Responsible for the Civil Works Budget on the National Emergency Preparedness Program, Flood Control and Coastal Emergencies. Coordinate and submit CW annual budget in terms of classification code, functional/sub-functional categories and cost accounts for work plans/work packages. Establish procedures for funds control to include scheduling of funding needs, requesting of funds, distribution of funds received. Monitor budget execution throughout the Fiscal Year (FY). Develop and update all policies and procedures relating to the Tactical and Emergency Operation Centers functions. Ensure both the division Tactical and Emergency Operations Center and alternate sites have state of the art technology. Based on security requirements, incumbent has specific responsibility for the SIPERNET classified communications program. Advise the supervisor, team leaders promptly of outside notifications and requests for natural disaster response. Interface with various personnel within the Corps, Ft. Hamilton garrison staff, General Services Administration, Federal Emergency Management Agency and other federal agencies. Provide technical direction and assistance to district emergency managers. Assist civil emergency and natural disaster program managers in handling requests and mission assignments. Conduct ongoing training of key personnel so all are aware of the functions they will perform when activated.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a Secret Clearance.
  • This position requires submission of Financial Disclosure Statement OGE 450 upon entering position and annually thereafter.
  • Employee may be required to perform Temporary Duty (TDY) Travel away from the home station of up to 20% of the time, which may include overnight travel, with short notice and for extended periods.
  • This position requires a valid, State-issued motor vehicle drivers license.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements.

Specialized Experience: One year of specialized experience which includes: 1) Overseeing resourcing the preparedness, planning and training activities prior to a civil disaster situation for a civilian and/or military response organization; 2) Coordinating and collecting of funding and budgeting information necessary for evaluating requests for multiple operational annual budgets, and preparing contingency and managing their execution; 3) Coordinating the deployment and monitoring of personnel and funding post disaster response and recovery efforts; AND 4) Providing mentorship to District counterparts in the application of sophisticated financial management, personnel tracking, reporting and scheduling Automated Information Systems, including P2, Corps of Engineers Financial Management System (CEFMS) and Civil Works Integrated Funding Database (CWIFD). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
