You will serve as a Computer Engineer, Electronics Engineer, or Computer Scientist in the Digital Analytics Infrastructure and Technology Advancement (DAiTA) Group, Atlantic Ranges and Targets Department, Range Operations Division of NAVAIRWARCENAC DIV.

Duties

You will ensure Atlantic Ranges and Targets Department (ART) systems engineering process is applied to all developmental projects (requirements definition and validation, technical reviews, etc.). You will oversee the technical and programmatic execution of all Range Operations Divisions developmental projects. You will conduct long range investment planning for systems, with focus on S and T and CTEIP opportunities. You will coordinate and prioritize divisional investment proposals, briefings and reviews for central investment programs (e.g. I and M, CTEIP, TRMC S and , W602, Section 219). You will represent the Range Operations Division during investment reviews. You will manage and execute the Change Review Board. You will provide oversight of the configuration control of all ART towers. You will collaborate with ART CHENGs in short and long term technical solutions supporting current and future test requirements. You will provide oversight of external data feeds and partnership agreements (MOAs/LOAs/MOUs/etc.).

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or DP-4 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying and resolving problems associated with Atlantic Ranges and Targets Department (ART) systems engineering process; 2) Applying principles, methods, tools for developing, scheduling, coordinating, monitoring, evaluating, and managing engineering projects and resources, including technical performance; 3) Managing projects (e.g., planning, scheduling, budgeting, assessment, design, procurement, integration, and testing) related to the effective implementation of Systems Engineering; 4) Presenting management briefings or presentations to provide status reports on program information; 5) Communicating with multidisciplinary teams to obtain information, find solutions, and accomplish agency goals; 6) Developing written plans to inform leaders on program or project status. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

0854 / 0855 SERIES:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

1550 SERIES:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
