Duties

You will be responsible for matters associated primarily with the Planning and Programming phases of the Navy's Planning, Programming Budgeting and Execution (PPBE) process for Tactical Air Warfare and Long Range Fires programs. You will support the branch in its efforts to lead the development of warfighting requirements and provide direct oversight functions for the Department of the Navy Special Access Programs portfolio of programs. You will support the Branch Head and staff to develop requirements, as well as manage, budget, and assess science and technology, research and development, demonstration/prototyping and acquisition programs. You will provide critical review, analysis, and recommendations to support the development, implementation, security, and oversight of Special Access Programs (SAP) initiation, execution, transition, and termination plans. You will ensure requirements are developed to support warfighting needs, documented accurately, and sufficiently funded. You will analyze and provide recommendations to senior leadership on acquisition milestones, annual program reviews, funding execution assessment, and technology readiness levels.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

GS-14 Grade Level: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing requirements, managing, assessing and/or overseeing science and technology, research and development, demonstration/prototyping and acquisition programs; 2) Staffing and preparing branch memorandums, letter, briefs, and other correspondence for principal review and approval; 3) Analyzing and providing recommendations to senior leadership to support recurring oversight functions; and 4) Investigating, negotiating and evaluating issues and resolving complex problems related to programs. GS-13 Grade Level: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing requirements, managing, assessing and/or overseeing science and technology, research and development, demonstration/prototyping or acquisition programs; 2) Preparing branch memorandums, letter, briefs, and other correspondence for principal review and approval; and 3) Investigating and evaluating issues and resolving complex problems related to programs and providing recommendations to senior leadership to support recurring oversight functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
