The position is located in the Bureau of Educational and Cultural Affairs, Office of Public Affairs and Strategic Communications (ECA/PASC). ECA’s mission is to assist in the development of friendly, sympathetic, and peaceful relations between the United States and other countries by fostering mutual understanding through international educational and cultural exchange and training programs.
Duties
Oversees management of ten Bureau websites and partners with the digital web chief in the overhaul of the ECA web sites, including developing and executing a comprehensive plan for digital content.
Develops and implements overarching strategies to create, plan, market, and maintain ECA’s websites, including content
strategy, design standards, writing style guides, and outreach methods.
Creates and reviews content submitted by program offices and subject matter experts to ensure it adheres to style guide and plain language requirements.
Coordinates the scheduling of new and updated content and publications with program offices, stakeholder organizations, public affairs specialists, campaign managers, and social media coordinators.
Administers public affairs operations to include budgeting, procurement, COR duties, technological advisement and management, and serving as first-line point of contact for office personnel regarding office operations.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing digital and social media content expertise and skilled technical assistance to leadership and organization
Experience monitoring digital analytics and key activities to make recommendations on digital and social media content strategies.
Experience advising on appropriate ways to increase engagement with social media national audiences and improved web metrics.
Experience monitoring workflow of digital and social media content through established tools such as content management systems to ensure accuracy, and appropriate language and tone.
Experience writing and editing user-centered content with a focus on digital platforms.
There is no substitute of education for specialized experience for the GS-13 position.
