Duties

The primary purpose of this position is to perform administrative and management assistance level support to the Social Work Executive/Division Manager and to the various specialized Social Work Division program initiatives. Administrative and management support to be provided in areas such as Human Resources, Fiscal and Administrative Support in a complex Nursing Division within a teaching facility The Incumbent supports the Social Work Executive who is responsible for overseeing the professional practice of over 170 social workers and the provision of social work services at the Milwaukee VAMC & CBOC's. Additionally, the Social Work Executive is the medical center representative to the Wisconsin State Veteran Home and plans, develops, evaluates, directs, and controls VHA oversight thereof. The Incumbent ensures that the different and varied administrative support functions for which the Social Work Executive and social workers are responsible for are handled in a manner that aligns with organizational goals and enhances the efficiency of Social Work services. The incumbent functions as a Level I Contracting Officer Representative (COR) for the Division and assists in the day-to-day management and monitoring of Division service contracts that exceed the Simplified Acquisition Threshold (SAT) and multiple year/multi year service contracts. Acts as the primary liaison between the Division and the Supply Chain Management Division and Director's Office with regards to the Level II contract vehicles of moderate to high complexity, including both supply and service contracts Processes Medical Center requests for contracted legal services for guardianship petitions of Veterans needing placement out of the Medical Center ensuring payment for petition services. Incumbent completes administrative and clerical responsibilities on behalf of the Social Work Executive effectively and confidentially. Compiles and facilitates documentation required for annual Social Worker Peer Record Review. Works with graduate school personnel with whom the Medical Center has Academic Affiliations and community professionals to maintain the MSW health professions trainee program in accordance with the Office of Academic Affiliations. Responsible for scheduling patient appointments for the specialized programs/initiatives within the division. Provides administrative and management assistance/support to the Division including meeting planning/video conference calls/conference calls, recording and generation of meeting minutes, data gathering, conference setup and support, report generation, memos, spreadsheets, graphs, and presentations. Maintains calendars for the Division Manager and/or of any of the Division's specialized Program areas. Maintains Social Work SharePoint site with current information and resources for Social Work across the Milwaukee VAMC. Receives calls for the Division, answers routine requests, and refers phone calls. Completes reports and drafts suspense responses which include identifying problems, studying, and analyzing and making recommendations concerning the alliance between Milwaukee VA Medical Center, the VISN, and VACO. Prepares correspondence, statistical graphs, logs, and reports in final form, ensuring correct punctuation, capitalization, spelling is grammatically correct, error free and that suspense dates are met. Gathers, inputs, and organizes data from available information systems. Serves as the primary Timekeeper for the Social Work Division to include timekeeping for the MSW graduate education program. Purchases and tracks: gas cards, gift cards, and bus passes. Provides management assistance with preparing information for Joint Commission, Office of Inspector General, and any external survey reviews that involve Social Work. Maintains databases to accurately reflect status of organizational charts and employee staffing, as well as any applicable recruiting needs or proposals. Compiles employee performance rating documents, validates inclusion of necessary signatures, attachment of performance standards and prepares cover sheets or accompanying memorandums. Performs budget administration support and resource management for the Division and is responsible for maintaining accurate records, reconciling all assigned control points, sets up control to monitor each control point, assuring all invoices are accurate for payment, and processing and tracking purchased documents. Assists with and maintains accurate records for travel and tuition funding, for the division. Purchase Card Holder. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 09/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Working with budgetary data. Working with data collection and management of data in order to input, retrieve, analyze, summarize, resolve nonstandard transactions, complaints, and present information effectively. Utilizing personal computer and various software programs. Applying basic fact and data gathering methods. Comprehensive knowledge of the VA Medical Center goals and objectives, organizational structure, functions, policies, regulations, etc., applicable to the support functions of this position. Assembling information for reports or responses to inquiries and to compose correspondence.
