This position provides advice for management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and workforce management, and Process Improvement.

Duties
Explore solutions to problems and recommends action based on the results of studies, surveys, and individual interviews which impact the administrative operations
Plan and conduct complex analytical studies of organizational elements and works to identify problems and improve resource utilization, administrative support, and management effectiveness.
Provide coordination, direction and policy interpretation, and guidance regarding the preparation, revision, monitoring, and evaluation of organization budget estimates.
Oversee the direction and management of the Internal Operations staff, responsible for the areas of budget planning and analysis, contracts and Interagency Agreements (IA), purchasing.
Analyze and advise on the implications of proposed management decisions and the administrative aspects involved in the acquisition, retention, motivation, development, and use of the workforce.
Requirements

Specialized Experience Requirement:
For the GS-13: You must have one year specialized experience equivalent to the GS-13. Specialized experience is defined as 2 or more of the following: Performing administrative program functions to include analyzing components, planning and evaluating, budgeting, coordinating, and monitoring; providing direction, policy interpretation, and guidance to programs across administrative operations disciplines and activities including budget, records management, procurement, and facility/unit operations; conducting assessments of business operations and issues using analytical techniques.; securing property and services through purchasing, contracting, and interagency agreements; analyzing and reviewing program performance to make recommendations to sustain program effectiveness; Collaborating to ensure facility operation and maintenance requirements are met. Identifying financial and budgetary trends and patterns to provide guidance regarding the preparation, revision, monitoring, and evaluation of organization budget estimates.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
