This position is located in the Executive Resources Management Division (ERMD), Office of Human Resources Management (OHRM), Departmental Administration (DA), U.S. Department of Agriculture (USDA). ERMD manages, develops, administers, and evaluates comprehensive USDA-wide policies for the Senior Executive Service (SES), Senior Level (SL), Scientific and Professional (ST), Senior Science and Technology Service (SSTS), Schedule C, and other executive-level employment programs within USDA.

Duties

Develop Departmental classification policies, position documents and materials. Serve as a senior technical advisor on the planning, execution, implementation, and approval of classification and position management for Senior Executive Service positions, Senior Level positions, as well as all Political positions USDA-wide. Initiate departmental policy changes and/or guidance regarding position management/position classification for all of USDA when necessary. Classify a wide range of positions, including the most senior positions in USDA, in accordance with classification standards and rules and regulations issued by OPM and the USDA. Confer with senior and executive officials within the Department and Mission Areas to provide information and presents analyses and/or recommendations.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: GS-14: One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Human Resources Specialist (Classification) .For this position, the specialized experience is: 1) Approving and advising on classification and position management for senior level positions; 2) Developing policy guidance on position management and classification; and 3) Resolving complex or sensitive cases by applying classification policies, regulations, and guidelines. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education at the GS-14 grade level.
