This position is in the Office of Field Operations (OFO), Military Records Research Center (out based duties at a) National Archives and Records Administration (NARA) DC and MD locations and the National History and Heritage Command (NHHC), Washington, DC, and b) the Air Force Historical Research Agency (AFHRA) Maxwell, AFB, and c) the United
States Special Operations Command (SOCOM) at MacDill AFB, FL, and reports to the Supervisory Program Analyst (Classified Research Operations, Chief), OFO.
Duties
Specific duties include:
The Program Specialist (Military Records Liaison), GS12 serves as a subject matter expert on the Classified research operations team. Classified research operations team members are accountable for the day-to-day administration of activities related to the formulation, development, recommendation, promulgation, and implementation of military records research for the purpose of reconstructing activities and events of units and individuals who participated in hazardous and dangerous
operations, including those activities that are classified and sensitive.
This also includes the analysis and verification of toxic exposures and the existence of combat stressors to facilitate claims adjudication.
The Program Specialist (Military Records Liaison) is responsible for external coordination between military service departments and other key research agencies such as NARA, NHHC, AFHRA, Department of the Army Office of Unit Records Research (OURR), United States Coast Guard, United States Marine Corps, and for Department of Defense (DoD). The Program Specialist (Military Records Liaison) is also responsible for supporting internal coordination and VBA program initiatives, projects, and policy changes related to VBA military records research and supporting disability claims processing. Pulls and refiles record boxes in support of records research operations at archive facilities. Reviews military unit records, and other documents to assist the Military Records Research Center in verifying stressor and exposure incidents to assist VBA in the development of disability compensation claims.
Analyzes management techniques, workflow, processes, and styles for improving organizational effectiveness through liaison coordination activities.
Performs other duties, as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-12.

Qualifications

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
For a GS-12 position you must have served 52 weeks at the GS-11 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-11 Grade Level:
Specialized Experience: Applicants must have one year of specialized experience at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization.
Specialized Experience: Specialized Experience is defined as experience applying analytical and evaluative techniques, and pertinent agency regulations, policies and precedents to conduct detailed analysis of complex issues, work functions or work processes.
OR
Education Substitution: Applicants may substitute education for experience with an awarded Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years of progressively higher-level graduate education leading to such a doctoral degree if related.
GS-12 Grade Level:
Specialized Experience: Applicants must have one year of specialized experience at least the next lower grade level (GS-11) in the normal line of progression for the occupation in the organization.
Specialized Experience: Specialized Experience is defined as experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles for a division within an organization.
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements:
Work is partially sedentary and involves use of a personal computer; a degree of manual dexterity and visual acuity enough to utilize these tools is required. Some physical effort is required. The incumbent lifts and carries record boxes, unit records, reference books, and similar items throughout archive facilities. A moderate amount of standing, walking, bending, crouching, stooping, reaching, and similar activities are required at the various archive facilities to assist with records retrieval, and conversion for electronic upload.
