The primary purpose of this position Management Analyst, GS-0343-12, is to manage the conduct of comprehensive organizational analyses of a wide diversity of organizations, functions, work processes and provide innovative, expert management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings. Conduct studies and surveys.

Duties

Study the structure and/or function of ICBM System Division organizations with extremely interrelate work processes and functions and accurately advise or propose solutions to improve processes, and maximize mission accomplishment and resources utilization. Perform special and recurring projects and assignments. Plan, develop and implement a wide variety of exceptional complex programs for conferences, meetings, tours, visits, and other protocol related activities. Oversee all special events, tours, conferences, and ceremonies for the ICBM Systems Division. Write a variety of materials for the ICBM Systems Division Director/Deputy to be utilized for speeches, briefings, and visits, mission briefing, etc.

  • PHYSICAL DEMANDS: Work is generally performed in an office setting. A moderate amount of walking and standing Is required when attending meetings and conferences, and in visiting other offices and buildings.
  • WORK ENVIRONMENT: Most work is performed in a properly heated and ventilated, air conditioned, and well-lighted office setting.
  • Relocation costs or other incentives may be available and considered by the organization.
  • This position may require to travel away from the normal duty station on military or commercial aircraft.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; application of fact finding and investigative techniques, oral and written communication, and development or presentations and reports. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in the application of DOD, Joint, and AF management engineering principles, concepts. and methodologies and financial management directives, concepts. procedures, guidance and policy. 2. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, function. and work processes and procedures. 3. Knowledge of Air Force and Wing policy and directives relative to mission support activities, program operations, and methods and procedures pertaining to protocol functions. 4. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise new or modified structure, methods or procedures to improve mission effectiveness, resource efficiency, and resource savings. 5. Ability to gather, assemble and analyze facts, determine action and/or coordination required, and provide sound recommendations end conclusions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
