Duties

This position is located in the Administrative Division of the United States Attorney's Office, Western District of Pennsylvania. If selected, you will serve as an assistant to the Human Resources Officer with responsibility for providing technical and clerical support essential to the effective operation of the District's Human Resources Management program. Primary assignments are in the areas of personnel records administration, processing personnel and payroll actions, recruitment and placement, classification, personnel security, and employee benefits and services. Assist with orientation of new hires and departure of terminating/retiring employees. Compile data and prepare entries for a variety of recurring reports and logs maintained within the section. Produce a variety of written documents and materials utilizing a wide range of office automation applications. Ensure documents are in the proper format, and that spelling, punctuation, capitalization, and grammar have been verified. Prepare personnel action requests and utilize personnel and payroll automated systems. Conduct initial review for security packages and initiate fingerprints and background investigations. Perform ancillary HR technical support work such as maintenance of Office Personnel Files, processing and review of personnel actions, and maintenance of HR reference materials. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.

Qualifications

GS-06 To be eligible at the GS-6 level, you must have at least one year of specialized experience equivalent to the GS-5 level. Specialized experience is defined as experience working in an office environment providing human resources assistance such as assisting with staffing and recruitment; processing time and attendance for employees; providing information pertaining to a variety of human resources matters; assisting with pre-employment processing and onboarding; reviewing documents for completeness and obtaining additional information as required; establishing and maintaining a variety of personnel files; and entering information into an automated system or database. To be qualified, you must type at least 40 words per minute based on a 5 minute sample with three or fewer errors. (A typing test may later be required.) Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
