The Emergency Relief (ER) Management and Program Analyst is a staff position under the ER Program Team Leader within FHWA Office of Infrastructure. The incumbent serves as an expert analyst responsible for assessment of the fiscal effectiveness and efficiency of the ER Program, for evaluation of the long-term financial direction of the ER program, and for developing related recommendations for legislative options and potential policy changes.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12 and it must include: Experience using various financial management programs, such as FMIS, Delphi, and Business objects to gather and compile data, validating financial transactions and maintaining financial records. Experience assisting with audits or program reviews to ensure regulatory compliance with agency program and policies. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1) Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately. 2) Control of Funds - Knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multiyear, and single-year appropriations). 3) Financial Management (*) - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. 4) Internal Controls - Knowledge of the principles, methods, and techniques for establishing internal control activities (for example, authorizations, verifications, reconciliations), monitoring their use, and evaluating their performance (for example, identification of material weaknesses or significant deficiencies). 5) Principles of Finance - Knowledge of the basic principles, practices, and methods of financial management to include requisitions, apportionments, allotments, investments, fiscal management, activity reporting, and fiscal year guidelines.For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.For additional information about applying to Federal positions, please click on the following link:  https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-policies/#url=e4All applicants must meet all qualification requirements by the closing date of this announcement.
