This position is located in the National Consolidated Patient Account Center (CPAC) Program Management Officer of the Revenue Operations organization. The incumbent serves as the Deputy Director for Quality and Performance with senior level oversight of quality assurance in seven regional CPACs across the VHA enterprise with includes all of VHA revenue operations. Each CPACs is a business entity established to enhance revenue operations throughout the VHA network.

Duties

Some of the other major duties include but not limited to: Provides advice and guidance to improve quality management across revenue operations. Develops reporting procedures to identify problem areas or weaknesses in work processes. Collaborate with professional clinical and Health Information Management (HIM) staff to insure consistency practices and interpretation of rules, regulation and guidelines. Reviews, interprets and revises existing policies. Review trends and develops studies and plans designed to improve customer service. Plans and assigns work to subordinates which includes setting priorities and deadlines. Reviews training levels and provides support to ensure training/developments needs are met. Coordinates with managers and subject matter experts throughout the organization to develop plans designed to resolve business issues. Work Schedule: Monday - Friday between 7:30am to 4:00pm Compressed/Flexible: Potential to meet the needs of the agency Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 15 position you must have served 52 weeks at the GS 14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans, organizes and completes analytical studies across various VHA revenue programs. Performs audits and analyzes medical record data, identifying inconsistencies, discrepancies, and other non-routine problems. Demonstrates extensive knowledge of VHA revenue operations in order to provide quality assurance oversight throughout the CPACs. Reviews and re-balances work assignments based on program priorities and availability of staff. Develops recommendations to senior management which may impact the entire organization. Investigates and analyzes adverse quality trends and/or conditions and initiates corrective action(s). Provides guidance on best practices and quality management programs to managers and staff throughout the organization. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
