This position is located within the Office of the Chief Financial Officer, Office of Internal Controls, Audits, and Investigations (OICAI). The incumbent serves as a member of the Quality Assurance team that within the overall FNS risk management framework, independently assesses FNS' current oversight processes (Management Evaluations and Financial Management Reviews) and creates opportunities for recommending improvements to strengthen Program integrity and accountability.

Duties
Developing and implementing quality assurance plans and reviews of the agency?s primary State agency oversight methods to ensure that they are adequately addressing the internal control issues they are designed to identify.
Ensures that appropriate actions are consistently being recommended to achieve compliance with agency regulations, policy memorandum, FNS Instructions, and other internal guidance, and
Offers evidence-based quality management recommendations associated with continuous improvement upon agency goals.
Serving as a point of contact for quality assurance of agency oversight methods as it relates to broader OICAI and FNS directives, priorities, and strategic goals.
Communicating complex quality assurance information to entities such as Program offices, Regional offices, and senior Agency officials summarizing risk assessments and recommendations of agency oversight methods.
Working with various internal stakeholders to resolve challenges that arise from different perspectives in order to advance the fundamental goals and objectives of agency quality assurance efforts and the FNS programs.
Serving as a primary authority and consultant for quality improvement, by facilitating agency quality assurance activities and collecting/organizing/analyzing/reporting on all data and metrics associated with these activities and processes.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
To qualify for the GS-13: Applicants must possess one year of specialized experience equivalent to the GS-12 in the Federal and or Public Service. Specialized experience is defined as:
Experience with and knowledge of FNS' primary oversight methods (Management Evaluations/Financial Management Reviews) including how they relate to broader agency directives, priorities and strategic goals;
Communicating orally and in writing to convey complex quality assurance information to various audiences;
Influencing/negotiating with internal parties to advance the fundamental goals and objectives of agency quality assurance efforts; and
Serving as a primary authority and consultant for quality improvement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
