This position is located in the Department of Health and Human Services, Office of Intergovernmental and External Affairs, headquartered in Washington, District of Columbia.
This position is in support of the Inflation Reduction Act, 2022**
This is a 2 year Term Appointment with the option of a 2 year extension. Not-to-Exceed (NTE) 4 years of total employment.
A term employee does not acquire a competitive status on the basis of his term employment.
Duties
WHAT YOU'LL BE DOING DAY TO DAY
As an External Affairs Specialist, you will use your knowledge of and experience with the Office of Intergovernmental and External Affairs to optimize business results and customer experience by:
Evaluating program accomplishments and policy initiatives for consistency with the Director's perspectives and strategic vision.
Providing input relative to program and policy matters under the purview of the Director, External Affairs.
Performing various studies and projects related to External Affairs Programs, mission operations, and policies.
Identifying, analyzing, and recommending solutions to problems in administrative procedures, work processes, standard operating procedures, etc.
Evaluating, integrating, and presenting written products to justify, present, and defend recommendations.
Developing methods to improve procedures to achieve goals and objectives.

Qualifications
WHAT WE ARE LOOKING FOR
Minimum Qualifications:
A. Must have at least one year specialized experience, equivalent to at least the GS-9 grade level in the Federal service, performing at least two (2) of the following:
Preparing written materials such as talking points, speeches, and/or press releases.
Developing and/or maintaining relationships with a wide range of national organizations and non-governmental stakeholders to promote organizational initiatives.
Assisting in coordinating presentations for external groups and organizations that may include developing a message (example: talking points or speech), media engagement, or strategically leveraging social media platforms.

B. Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

C. Must have a combination of experience as described in "A" above and education as described in "B" above.
