OIG is organized into seven operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, Office of Management and Administration, and Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country.

Duties

The following are the duties of this position at the GS-9. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Program Specialist, you will: Perform analytical work and complaint intake associated with program activities. Analyze complaints and develops plan for handling, including opening case referrals and following up for appropriate response and disposition of complaints. Initiate hotline cases for serious allegations of fraud, waste, abuse, or mismanagement in VA programs and operations. Maintain accurate records of all case activity in official files that are subject to the Privacy Act and in automated management information systems. Initiate and/or compose responses to Congressional, White House, GAO, and Secretary's mail concerning hotline cases.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-9: Specialized experience is one year of experience at the GS-7 level or equivalent, which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position must include: Receiving and reviewing complaints from internal or external stakeholders; AND Analyzing complaints and making recommendations for appropriate referrals in regards to an agency's mission, goals, and objectives. OR EDUCATION: A related master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Attach a copy of transcripts or list of college courses designating semester or quarter hours earned to ensure proper credit. OR Combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-9, you must have been at the GS-7level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
