Duties
This position serves as the Price Field Manager within the Green River District.
Serves as the Field Manager providing direction, coaching, and support to facilitate problem solving and accomplishment of Field Office goals and programs.
Provides overall program direction, execution, and review of all activities within the Price Field Office.
Applies principles of leadership, supervision, and teamwork to lead a multi-disciplinary, geographically dispersed workforce.
Provides supervision of technical and administrative employees required to implement and carry out the multiple use mission consistent with Bureau of Land Management (BLM) and Department of Interior (DOI) Policies and within delegated authority.
Develops priorities and determines resource availability to accomplish goals and objectives that are aligned with District, State, and National priorities.
Conducts resource planning and management in coordination with representatives of Federal, State, Tribal, and local governments, the general public, public land users, and private landowners.
Interprets departmental and bureau policy and directives, making final field office planning and program decisions, including resolution of both long range and day to day planning and program conflicts.
Carries out a wide range of multiple use, resource mgmt. programs such as recreation, rangeland mgmt., wildlife, lands and realty, renewable resources, or non-renewable resources consistent with Bureau and Department Policies.
Ensures that all projects/functions assigned to the Field Office are efficiently planned and accomplished within established objectives and procedures.
Conducts analyses and issues decisions for land management issues that are particularly difficult, widespread, and/or persistent; develops new methodologies and processes to resolve them.
Provides overall supervisory/managerial responsibility for a large staff in multiple disciplines, including hiring, training, development, performance, and overall organization effectiveness.
Plans and schedules work by setting priorities and developing schedules for completion of work; monitors work to ensure team members complete their tasks effectively and efficiently.
Requirements

To qualify at the GS-13 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-12 level equivalent in difficulty and complexity to perform the duties of a Field Manager. Qualifying specialized experience includes: planning, implementing, and/or administering natural resource programs in a multi-resource environment involving the management of public lands; demonstrated leadership and/or management experience in managing or directing one or more natural resource programs within a multiple-use framework or natural resources management setting; experience working with an established budget system; and managing public lands for multiple use, such as energy, minerals and renewable resources.
Please note there are no educational substitutions at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Normally works in an office setting with occasional trips to the field. Occasionally required to walk moderately long distances over rough terrain during normal fieldwork.
Work Environment: Office work is accomplished in an adequately lighted and heated facility. When in the field, subject to injuries when walking in rough terrain and exposure to uncomfortable hot and cold temperatures. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
