Duties
This position serves as a Field Manager for the Green River District.
Makes principal decisions for the Price Field Office in regards to the uses of BLM administered lands and resources.
Establishes relationships with the local, Tribal, State government and Congressional staff.
Works closely with stakeholders to address their interests as it relates to livestock, recreation and mineral industries.
Implements the Field Office and District’s vision and strategy which integrates key national, State and BLM program goals and priorities.
Provides leadership and support to enable problem solving and accomplishment of the Field Office goals and objectives.
Establishes priorities for the Field Office’s mission, and assigns work and projects based on those priorities.
Plans, organizes, implements and evaluates a broad array of complex resource programs requiring multiple-use management as well as protection of a variety of resources.
Listens to and addresses employee complaints referring any unresolved issues to the appropriate staff member.
Serves as consultant, coach and supporter to facilitate problem solving and accomplishment of Field Office goals and programs. Creates strong mutual respect with and between teams and employees.
Directs, executes and reviews all activities within the Field Office.
Conducts resource planning with representatives of Federal, State, tribal and local governments, the general public, public land users and private landowners.
Works with District to ensure proper management and administration of acquisition, charge card, budget and property programs.
Requirements

- If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

To qualify at the GS-13 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-12 level equivalent in difficulty and complexity to perform the duties of a Field Manager. Qualifying specialized experience includes: providing supervision, leadership, motivation, and direction in program areas that support the management of multiple-use and ecosystem management within an organization; developing and maintaining effective relationships and communications both orally and written with a variety of groups, such as local, State and Federal agencies, tribal governments, advisory groups, congressional staff, interest and user groups, private organizations and the media; demonstrating experience in workforce and strategic planning, identifying issues, resolving conflicts and negotiating solutions; overseeing responsibilities for administrative and financial management functions including budget planning; and enforcing policies and programs related to leave administration, Equal Employment Opportunity (EEO), safety and drug and harassment free workplace.
Please note there are no educational substitutions at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Normally works in an office setting with occasional trips to the field. Occasionally required to walk moderately long distances over rough terrain during normal fieldwork.
Work Environment: Office work is accomplished in an adequately lighted and heated facility. When in the field, subject to injuries when walking in rough terrain and exposure to uncomfortable hot and cold temperatures. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
