Procurement Analyst for the VHA Regional Procurement Office West will provide technical guidance to procurement staff at the Network Contracting Offices (NCOs), advise NCO and RPO management on procurement regulations, Directives, Policies, and Handbooks, conduct required technical reviews, coordinate and conduct required internal quality control reviews and assessments, facilitate meetings with RPO and NCO leadership and staff to communicate review findings and coordinate any follow-up actions.

Duties

Major duties and responsibilities include but are not limited to: Responsible for guiding a team of technical experts in matters pertaining to health care delivery system procurement and contracting and the performance of required technical contract reviews. Specialized knowledge of the basic principles and practices related to the management of healthcare delivery systems that the requirements are met for all medical facility organizations and programs, and all contract actions meet all applicable procurement regulations, Directives, Policies, and Handbooks. Upon assignment by Deputy Director or Director Regional Procurement Office (RPO) West, represent the VA in contract management issues during exploratory and informational stages of top-level managerial planning, policy formation, and decision making. This includes coordinating all responses to external and internal audits, surveys, and reviews, including OIG Reviews, SOAARS, MQAS, etc. All responses to requests for information relating to these reviews will be coordinated and reviewed by the incumbent prior to submission. Extensive knowledge of all contracting aspects, including the procurement of supplies and services using sealed bids and competitive and noncompetitive proposal procedures. Other unique requirements include intra/interagency agreements, sharing agreements contracts with affiliates, research and development, and leases. Develops, coordinates, and participates in the RPOW internal acquisition performance review program. Conducts required contract reviews as required by procurement regulations. Conducts routine reviews of contract files in the Electronic Contract Management System (eCMS) to ensure all required contract documentation has been completed. Monitors the status and quality of work of the contracting staff and the team leaders, adjusts appropriately per established priorities, and provides routine reports to the Deputy Director and Director of the RPOW. Develops action plans and/or recommendations to meet performance monitors/measures when the organization falls short of the established monitor/treasure. Facilitates meetings with appropriate DoCs and contract specialists to communicate findings as they pertain to the contracts, sharing agreements and overall acquisitions, and coordinates any follow-up action. Reports findings involving the failure to obtain adequate competition to the Competition Advocate. Provides information concerning contracting officer warrant violations to the Deputy Director, Director, and the appropriate DoC. Maintains a current knowledge of acquisition regulations, directives, information letters, and general procedures. Assists in training the contract staff in the accomplishment of tasks or projects. Participates in the development of the annual RPOW Training Plan in collaboration with the Training Officer and identifies areas in need of improvement based on finds during reviews conducted. Identifies trends from the reviews performed, including external reviews, and reports on any trends to the Deputy Director at least once per quarter. Takes the initiative and identifies improvements to the contracting process/program within the RPOW. Makes recommendations to the RPOW Deputy Director, Director, and VISN Network Contract Managers. Work Schedule: Tour of Duty is 8:00 a.m. - 4:30 p.m. Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized telework at the discretion of the supervisor.** Remote: This is a 100% remote position within commuting distance of a VA facility at one of the announced location(s).(Remote refers to work performed on a full-time basis anywhere other than a VA facility or using VA-leased space.)** Virtual: This is not a virtual position.(Virtual refers to work performed on a full-time basis using VA-leased space or at a VA facility other than the facility that hired the employee.) **For this position, telework (up to 80% per pay period) or remote work (100% off-site) is authorized if within the commuting distance of the advertised duty station(s). Position Description/PD#: Procurement Analyst/PD27002-A Relocation/Recruitment Incentives: Not Authorized Retention Incentive: Authorized 10% after 90 days of fully successful (or better) performance and supervisor approval. Current RPO-West GS-1102 Contract Specialists who are currently receiving a retention incentive will retain this incentive if selected. Permanent Change of Station (PCS): Not Authorized Physical Requirements: The work is primarily sedentary, and some travel may be required. The subject position is primarily of an administrative nature in an office setting. However, where to travel to work sites is required, light physical required, such as walking over uneven surfaces.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks as a GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements: Applicants must meet the basic requirement for this position.To meet the basic requirement for Procurement Analyst GS-13 and above positions, applicants must have: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND, A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. Note: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript. Specialized Experience GS-13: Applicants must also meet the specialized experience for the GS-13 grade. You may qualify based on your experience described below for the GS-13 Procurement Analyst position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience includes experience with: Expert knowledge of Federal and VA Acquisition Regulations sufficient to review contractual documents, to ensure technical reviews of solicitations and business review clearances have been accomplished, and; to provide technical guidance to contracting officers. Must have comprehensive knowledge of cost and price analysis and subsequent audit functions in sufficient detail to detect inconsistencies in cost proposals and prepare the results of audit reports in easily understood terms. Must have in-depth knowledge of contract types, methods, and techniques involving cost incentive contracting, award fees, cost-sharing arrangements, processing of unsolicited proposals, multiple awards, and special provisions relating to proprietary rights and rights in data. Must have expert knowledge of personal service contracts and consultant contracts. Determining what constitutes an employer/employee relationship and what might be construed as illegal contact is mandatory. Must be able to develop and prepare concise, logical, accurate, and coherent reports which portray the facts, emphasize the significant details, and substantiate the recommendations made for improvement in the organization. Must be skilled in making oral and written presentations, presenting ideas, negotiating points of view, and resolving conflicts. Education: There is no education substitute for the GS-13 grade. Preferred requirements are available on the following FAC link: Contracting (FAC-C) | FAI.GOV Preferred Experience: Conducting pre and post-award reviews of contract files and documents. Experience with a variety of product lines/procurements e.g. supplies, services, construction, healthcare, etc. Experience with a variety of contract types e.g. firm fixed price, indefinite-delivery/indefinite-quantity, requirements, blanket purchase agreements, etc. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
