This position will be assigned to the Air Force Services Center, Port San Antonio, TX.
This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.
Duties
Performs the full range of accounting duties using double-entry accrual accounting methods in reconciling the payroll subsidiary ledger to general ledger in accordance with existing DOD and AF regulations and guidance as well as general accepted accounting principles (GAAP), practices and theories. Audits, reconciles, and maintains complex monthly business and accounting data from a variety of sources and generates monthly metric reports capturing accounting position to program management and leadership. Coordinates with other SSC branches/ sections and comptroller division to validate problems, analyze impacts and determine solutions to ensure accurate reporting of all payroll transactions withing the approved commercial accounting system. Reviews and analyzes the functionality of the payroll module and creates System Change Request (SCRs) as needed to include appropriate requirements and software design documents (test plans). Acts as a functional tester within all test environments and documents results of testing all projected system patches and improvements prior to their implementation. Works alongside system/lead accountants to test, report findings and implement all new accounting requirements and any interfaces into the financial accounting system. Participates with management officials to identify automation requirements. Trouble shoots complex and/or unusual problems and formulates solutions in a manner that minimizes interruptions in the SSC's or end user's ability to carry out business activities. Identify / trace discrepancies and errors to ensure completeness and accuracy of data using trend analysis tools and auditing techniques in response to internal customer inquiries or other SSC division requests. Assists in preparing monthly payroll certifications to ensure accounts are reconciled and payroll module is closed in a timely manner. Designs data products, processes and/or programs that enhance functional area management capabilities in servicing installation end-users, minimize non-value-added processes, or reduce time and cost in processing invoices and payment transactions. Continually survey system operations, current business processes, procedures, and internal controls to identify and anticipate potential problems that could lead to loss or serious interruption of services. Performs other related duties as assigned.

Qualifying Experience:
Experience and training in financial analysis, accounting, auditing, account reconciliation and developing and interpreting financial metrics. Progressive experience in reconciling Payroll to general ledger using a commercial accounting system. Experience with the interrelationship of general ledger accounts and the effects of debit and credit transactions on payroll. Experience or training in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organization productivity. Training in new or modified work methods, organization structures, management processes, and/or program administration procedures. Must be highly organized and work independently. Experience working with MS office application software and proficiency in typing and data entry keypad to produce a wide range of office documents.
Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Associates/Bachelor's degree in business, accounting, management, finance, economics, statistics, or minimum of 1 year working in the payroll industry with 24 semester hours in accounting.
Knowledge with a full range of Payroll Processing for a wide variety of payment actions.
Skill and knowledge with financial analysis, accounting, auditing, account reconciliations and developing and interpreting financial metric.
Ability to train and prep training/briefing materials.
Knowledge of a wide range of Federal, State and Local rules and regulations.
