The Program Specialist position to the Administrative Officer of Social Work Services (SWS) is organizationally assigned to the Administrative Officer of Social Work Service which works directly for the Chief of Social Work Service. The incumbent serves as the Program Specialist to the Administrative Officer of Social Work Services (SWS).
Duties
The duties of the Program Specialist includes but are not limited to the following:
Oversees business reports to include but not exclusive of open encounter scheduling errors and missed opportunity rates.
Serves as the representative for parent facility as Control Point Official.
Functions as an assistant to the Administrative Officer (AO), SWS and assists in the overall business management of the SWS.
Provides overall administrative support direction and support to the Social Work Service components
Assumes a leadership role in managing the daily administrative activities to include but not exclusive of scheduling, clinic management, timekeeping. insurance capture, clinic work flow, communications with services at the main campus and Community based Outpatient Clinics to assure the same standard of practice.
Provides orientation for new staff regarding service safety practices, administrative processes that are applicable to the staff member's service assignment.
Manages contracting and procurement for procurements that require varying approaches.
Reviews and submit after action reports to the appropriate service in a timely manner.
Exercises authorizations for obligation and expenditures of funds as assigned by the Administrative Officer (AO).
Performs other related duties as assigned by management.
Work Schedule: Monday - Friday, 7:30am - 4:00pm; 8:00am - 4:30pm. Subject to change based on agency needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness, ingenuity, and inventiveness; analyzing and evaluating information concerning management processes; drawing conclusions and recommending appropriate actions; analyzing extensive program data and coordinating accurate and reasonable problem solving methods and techniques; establishing and maintaining effective relationships with other top management officials, supervisors, contractors, and/or their representative(s), congressional staff and professional personnel; and budgeting concepts and procedures to carry out budget forecasting. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. OR,
Education: Master's or equivalent graduate degree. OR 2 full years of progressively higher-level graduate education leading to such a degree. OR, LL.B. or J.D. or Ph.D. or equivalent doctoral degree, if related. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR,
Combination: Applicants may substitute education and experience to qualify at this level. NOTE: Your experience must be documented in your resume and transcripts are required.

Physical Requirements: Work is principally sedentary; however, walking, bending, and stooping are a necessary part of this position.
