Employee will serve as an Inventory Management Specialist within the Commodity Management Division of Logistics Service at the VA Central Health Care System Des Moines, IA and supported catchment area.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties will include, but may not be limited to the following: Inventory Management and Control: performs analytical work to manage, regulate, coordinate, or otherwise exercise control over a wide variety of expendable items and durable medical equipment (DME); forecasts short and long range inventory needs for medical and surgical services; serves as the point of contact for the coordination of material support and resolution of logistic problems; participates in strategic planning to support major and minor projects and initiatives to assure that supply and DME needs are met while considering cost, policies/procedures, sources of supply and other variables. Returns, Recalls and Reutilization: implements federal and agency programs for the return and reutilization of medical supplies; coordinates disposal of surplus or excess supplies; makes emergent procurement decisions; and participates in root cause analysis process. Other, but not limited to: uses computerized inventory management systems, database applications and software programs for various communications and to create and maintain records and forms. Applies knowledge of fiscal management requirements, budget execution, and reconciliation procedures. Performs other duties as necessary. SPECIALIZED EXPERIENCE: Requires one year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience includes: performing analytical work to manage, regulate, coordinate, inventory and control a wide variety of expendable items and durable medical equipment (DME); forecasting short- and long-term inventory needs for expendable items and DME; serving as the point of contact for the coordination of material support and resolution of logistic problems; and preparing and maintaining inventory management communications, documentation, and forms using computerized inventory management systems, database applications and computer software programs. -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed graduate level education (in excess of 1 year; excess of 18 semester hours) combined with specialized experience as described above may be used to meet total qualification requirements. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage, and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handling devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment.
