This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service at the VA Central Iowa Health Care System and supported catchment area, with responsibility for the inventory management of all expendable supplies and durable medical equipment (DME) in the assigned area(s).

Duties

Major duties include, but are not limited to: Recognized as an authority on expendable (EX) commodity management and serves as a subject matter expert to all services and service lines. Conducts short, mid and long-term advanced planning for expendable items and durable medical equipment, utilizing enterprise-wide computerized planning tools. Uses a range of well-established and commonly applied inventory principles, standard and non standard methodologies, and concepts to determine need to intervene in the supply system in response to fluctuations in rates, usage, cost, and availability of suppliers. Proactively engages customers to make recommendations for product changes, substitutions, and additions to product lines with a focus on increasing supply economy and efficiency. Forecasts short and long range inventory needs considering changes in medical and surgical technologies, clinical scheduling changes, and program requirements. Develops acquisition strategies to acquire and purchase durable medical equipment, displaying familiarity with contracting laws and regulations with industry practices. Manages inventory, independently setting initial stock and par levels and reorders points and resolves issues for a complete medical or service category (i.e., surgical, dental, imaging, engineering, prosthetics, laboratory). Reviews and reports back to fiscal on listings of delinquent payment and receipt of purchase orders. Work Schedule: Monday-Friday, 7:00 am - 3:30 pm Telework: VA supports the use of ad-hoc telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing a variety of expendable items and durable medical equipment; developing and supporting the creation of acquisition strategies to acquire and purchase durable medical equipment; implementing programs for the return and reutilization of medical supplies; utilizing best practices, principles and tools to determine and evaluate supply system performance; and serving as a point of contact for the coordination of material support and the resolution of logistics problems. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree, or successfully completed 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may have an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
