The primary purpose of this position is to manage all VTS and BT Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.

Duties

Duties include, but are not limited to: Manages Beneficiary Travel, Special Mode and supervises/ensures that that Beneficiary travel policy, audit processes, remediation and reporting comply with regulatory guidance and assure program compliance and effectiveness. Manages the Veteran Transportation Program and services provided at the VAMC by planning, developing, evaluating, marketing and directing administrative activities in multiple programs related to the transportation systems for metropolitan as well as rural/remote beneficiaries eligible for travel. Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, manpower utilization. distribution of work assignments, delegation of authority. management controls, information and documentation systems, and similar functions of management. Provides consistent and effective outreach to community transit authorities and develops Memorandums of Understanding (MOU's) for cooperative relationships with local/regional recipients of the Veterans Transportation/ Community Living Initiative (VT/CLI) grants managed by the Federal Transportation Agency. Develops the knowledge and demonstrates the skills to function as the beneficiary/patient transportation expert at the Medical Center level on matters concerning Veteran/patient transportation. Develops an acceptable VTS Business Plan which typically includes: establishing measurable short and long range goals and objectives, identification of the work to be done, the scope of the program, personnel and funding resources, costs/expenditure estimates and plans and performance measures. Participates with VISN and national work groups in the analysis and development of policy material. Develops management plans, procedures, policy memorandums, Standard Operating Procedures and methodology at the Medical Center. Develops procedures and systems for establishing, operating, and assessing the effectiveness of Beneficiary Travel; Special Mode, VTS and Highly Rural Transportation Grant systems of operation. Analyzes and evaluates transportation functions and activities being considered for conversion to contract operations. Reviews administrative audits and investigative reports to recommend appropriate changes or corrective action required at the level to ensure compliance. Defines plans, develops, and implements controls and procedures for all VAMC transportation of Veterans, Caretakers, beneficiaries and related activities. Performs extensive and in-depth reviews on a routine basis of Beneficiary Travel, Special Mode, VTS and other transportation activities processes, financial reports, metric reporting systems, vehicle and equipment inventory and maintenance records to ensure effective function of VAMC beneficiary transportation programs. Conducts special cost benefits analyses, studies, reports, surveys, inquiries, and evaluations of various modes of beneficiary transportation at the VA Health Care System, including special mode, ambulance, contacted, donated/collaborative, etc. Represents the VA Health Care System, as needed, in meetings, workshops and conferences at the local, VISN and national levels. As the supervisor for designated/assigned staff, performs/coordinates personnel actions, maintains personnel-related records such as performance ratings. position descriptions, awards and proficiencies for Veterans Transportation Program staff. Manages the transportation budget, analyz.es organizational budgets, and provides information and recommendations to Associate Director, Chief Financial Officer and CBO VTS Program Staff, as appropriate, including critical budget areas and all Beneficiary Transportation program matters. Monitors budget allocation and execution to insure that operating program objectives are met. Conducts and/or participates in studies, analyzes findings, and makes recommendations for performance improvement programs related to the VAMC's patient transportation program. Assures that VA performance measures and standards issued by various accrediting, regulatory and higher agency authorities pertaining to the VA Health Care System's patient transportation program are met. performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. This position is located at the John Cochran Division, but may be changed to any other VASTLHCS location based on the needs of the medical center.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrated ability to analyze and utilize data generated by different automated programs to determine program effectiveness, demonstrated skill in supervising others, demonstrated skill in managing a program that delivered constituents to destinations using a variety of transportation means, and demonstrated skill in developing cross-agency affiliations to promote programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have 3 full years of progressively higher level graduate education leading to Ph.D. or LL.M. - only education in excess of the first two years of graduate education may be credited.
