This position is located with the Bureau of Indian Affairs, within the Midwest Region, Branch of Fish and Wildlife and Parks. Sault Ste. Marie, Michigan Bemidji, Minnesota Bloomington, Minnesota Ashland, Wisconsin *Salary will be set in accordance with pay scale of finalized location. Duties

Assists in prioritizing and selecting tribal proposals for GLRI funding using criteria developed by the GLRI Task Force in the Special Conditions Section of the Interagency Agreement (IA) between BIA and EPA. Establishes policies, guidelines, and standards for ranking tribal project proposals for the GLRI program, the results of which may determine the allocation of GLRI funds. Provides leadership and overall focus in all aspects of BIA's GLRI program administration, including program planning, budgeting, organizing, quality assurance, accountability reporting, implementing, collaboration and controlling functions. Participates in broad collaboration with other entities as BIA's representative on the Great Lakes Interagency Task Force (Task Force) and Regional Working Group. Serve as BIA's representative in the Great Lakes Water Quality Agreement (GLWQA) and GLRI programs. Serves as the GLRI Program Manager; monitors and coordinates program performance using established GLRI and BIA evaluation/control processes for planning, budgeting, implementation, PL 93-638 contracting and compacting with tribes, accountability reporting and evaluation/control processes. Provides scientific and technical leadership for a large, complex biological programs. Communicate with various groups of federal, tribal, local and other parties with various backgroundsto resolve conflicts and meet common goals.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions, and Individual Occupational Requirements for GS-0401; General Biological Science Series). BASIC REQUIREMENTS FOR ALL GRADES: A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate for the position. OR B. Combination of education and experience-Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following: GS-12: I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-11 level in the Federal Service (obtained in either the public or private sector). This experience must include: ecological relationships, animal population dynamics, harvest management, habitat management, public use management, environmental protection; develop or refine solutions for management plans, geographic areas; and project trends and future needs related to fishery and wildlife resources; integrated natural resource analysis, information development, managing sensitive and complex issues, evaluation of natural resource and environmental protection functions, major water resource development projects and land based facilities; perform budget public administration, litigation, tribal government, and tribal contracting. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
