Duties
Administering funding for a broad range of Natural Resource Programs, for fish hatcheries, endangered species, invasive species, rights protection, tribal youth, conservation law enforcement, wetland/waterfowl enhancement and the Great Lakes restoration.
Responsible for region-wide planning and proposing management recommendations regarding federally listed threatened and endangered fish, wildlife and plant species.
Provide for the review and development of recommendations for all land and resource management plans, biological assessments, mitigation plans and listing proposals.
Provide and apply technical assistance, guidance and comprehensive knowledge of scientific principles, theories and methodologies to develop, refine and recommend strategies for threatened and endangered species and biological resources.
Assist as the Awarding Officer Technical Representative on assigned Public Law 93-638 contracts between tribes and BIA.
Advise contracted tribal programs of grant funding opportunities.
Provide external technical assistance and guidance to clients, tribes, agency, regional managers, senior leadership regarding environmental activities and meeting obligations of federal regulations.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions, GS-0401 and Individual Occupational Requirement):
BASIC REQUIREMENT FOR ALL GRADES:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following:
SPECIALIZED EXPERIENCE GS-09: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-07 in the Federal Service (obtained in either the public or private sector). Specialized experience must include managing environmental protection and restoration programs; provide complex data analysis related to potential impacts effects to natural resources for conservation and protective measures as a result of proposed actions; provide research and reporting reviews of
prospective clients and partners; coordinate with internal and external partners for the implementation of protective strategies for fish and wildlife habitat; make recommendations to senior managers regarding enhancing sustainable and quality trust resources; provide guidance and technical assistance to internal and external partnerships related to biological service program.
OR Education Substitution: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to
successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
SPECIALIZED EXPERIENCE: GS-11: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-09 in the Federal Service (obtained in either the public or private sector). Specialized experience must include compliance with
statutes dealing with protection of the environment and prudent management of trust resources; developing and implementing conservation plans; preparation of technical documentation for environmental laws and regulations, as those relate to historic preservation, threatened and endangered species, water quality, air quality, emerging environmental consideration such as energy efficiency and renewable energy; work involving preparing and advising on natural resources regulations and guidance; developing environmental reports and impact statements; developing and implementing lands use plans; identifying problems associated with public and private land use.
OR Education Substitution: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a soil conservation or related agricultural or natural resource discipline such as agronomy, soil science,
forestry, agricultural education, or agricultural engineering.
OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to
successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
