The purpose of this position is to serve as the Assistant Director, Financial Management and Administration in the Office of D.C. Pensions, Office of the Deputy Assistant Secretary for Human Resources and Chief Human Capital Officer, Department of the Treasury. The incumbent reports to the Director, Office of D.C. Pensions and supervises staff responsible for financial management and administration.
Duties
As an Assistant Director - Financial Management and Administration, you will:
Provide expert advice to the Director, staff and senior officials of the Department of the Treasury and the D.C. government on all aspects of financial management and administration of the D.C. Pensions Program.
Develop financial policies and manage operational activities in the following areas: payments to annuitants and vendors, budget formulation and execution, investment management, financial reporting (including program performance analysis), accountability and internal controls, and the annual audit of the financial statements of the D.C. Pensions Program.
Serves as the Deputy Chief Financial Officer for the Office of D.C. Pensions and represents the Department of the Treasury on a wide variety of matters while collaborating with internal and external entities.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience for the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for the position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience in ALL of the following:
Managing and overseeing financial management administration functions; such as accounting, financial statement reporting, pension fund management, budget formulation and execution, and investment activities; AND
Managing the preparation of financial statements, overseeing an annual financial statement audit from a public accounting firm, and conducting and reporting results of OMB-A-123 Internal Control reviews; AND
Interpreting and applying laws, regulations, guidance, and standards (i.e., accounting, financial statement reporting, and auditing); AND
Performing all supervisory responsibilities for financial management staff and leading teams/projects to ensure sound financial management practices and compliance with regulations and financial policies.
Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
