The incumbent of this position provides direct assistance to the Maintenance Operations Section of this facility through the coordination and monitoring of the complex Engineering Work Management Program as established by the Maintenance Supervisors, Deputy Chief and Chief of the Facilities Management Service. Directs work assignments and evaluates the effectiveness of the maintenance program under the direct supervision of the Maintenance Supervisors.

Duties

Duties, but not limited to: Standard Work Order Functions : Incumbent fields a multitude of work requests from across the facility, received through telephone calls, in person reports and emails/teams' messages, that are entered directly into the work order system. The incumbent enters the work orders not directly entered in the system by others and assigns the requests to the proper sections of maintenance, after determining priority to be given per SOP. The incumbent uses their skill and knowledge, with limited supervision, to determine appropriate shops and tasks for ambiguous or complex work orders. Contacts Points of Contact when clarification is needed in the work requested, location or information needed for proper assignment of work order. Uses customer service skills in dealing with work order requestors. Tracks work orders and provide updates as needed to requestors. Upon completion of work orders by shop areas, work orders are returned to the incumbent whereby they are reviewed for completeness of information. Incumbent then enters required completion data (primary technician's name, man-hours and material costs involved, completion date) into the Engineering Automated Computer System. Parts Ordering and Tracking: Contacts vendors to request quotes for parts and services as requested by maintenance personnel to complete work requests. Enter required paperwork to request purchase of quoted items, track the purchases through receiving and disperse received items to the correct section. Uses own initiative to determine when vendors need to be contacted for order status updates. Updates work orders on status of parts, material cost, vendor cost and purchase order number. Track and order shop bench stock to maintain required levels. Preventative Maintenance Tracking: In concert with the Maintenance Supervisors, manages the Preventative Maintenance program in VISTA to ensure required maintenance data is properly tracked and work orders are scheduled against requirements. New equipment acquisitions will need to be entered in the VISTA system, with maintenance schedule data entered and appropriate shop assigned for completion. Track equipment turn-ins to close out the PM schedules. The incumbent monitors systems showing the real time operational status of facility systems. Uses their judgement and knowledge of standards to determine when readings indicate routine and emergent problems with critical systems that need to be brought to the attention of Maintenance Supervision. They prepare reports and analyze data from these systems. Environment Of Care Inspections: Participates in the facility Environment of Care program through weekly team inspections of structures followed by submission of deficiencies noted. Enter work orders in conjunction with all deficiencies requiring facility maintenance attention and routing non maintenance items to the proper departments. Note closing of work orders and update EOC tracker to include work performed and date of completion. Update the EOC tracker when planned completion dates cannot be met with a new date and reasoning for delay. Performs a similar function for other periodic inspections, such as, but not limited to physical security inspections and Mental Health Environment of Care inspections. Incumbent reviews and updates the VA Space Files, containing data on buildings and rooms, to help ensure work orders and inspection findings are able to be assigned to the correct buildings and rooms. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience education as described below: Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizes various computer applications to create reports and communications such as (outlook, excel, word, ect.); Receives and places calls in support of maintenance functions; Works as an integral part of a maintenance team; Performs organizational skills in creating, maintaining and filing of various reports; Identifies and makes decisions in order to prioritize work requests. You will be rated on the following Competencies for this position: Attention to DetailCustomer Service (Clerical/Technical)Information ManagementMechanicalTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Daily operations are a sedentary function performing an abundance of work at a desk. Other functions will mainly include walking around looking at areas of concern and performing direct customer service functions. Incumbent may at times be asked to assist shops with safety overview and occasional lifting of less than 30 pounds.
