The incumbent services as the Surgery & Anesthesia Service Program Specialist. They will be responsible for assisting the business manager with administrative & analytical tasks of various complexity. The incumbent utilizes a full range of management skills & analytical techniques to address the immediate & future organization needs of the service. This involves independently managing the administrative affairs of the service with minimal input & supervision of the Business Manager.

Duties

Responsible for consult management for the service including linking consults to past appointments, monitoring stat consults, preparing weekly consult reports, and notifying physicians when the consult needs action taken. Coordinates and analyzes internal review activities of the service to ensure that both clinical and administrative functions are in compliance with VISN and Central Office directives and standards. Recommends approval of internal review findings along with corrective measures for noted deficiencies to appropriate section chief, monitors appropriate service follow-up of corrective measures identified to ensure implementation and resolution of problems. Responsible for developing, tracking and monitoring quality indicators for the product line. Projects require the use of basic analytical techniques such as simple cost-benefit analysis and workflow analysis. Assist in date validation by reviewing data collection procedures, data sources, and internal mechanisms to ensure accurate and timely submission of data. Responsible for working a wide range of reports including, operating room late time, operating room first case starts, surgery incomplete notes, and surgery operation dictation report. Assists with the Human Resources management for Surgery and Anesthesia Service, performing the full range of human resources requirements, including recruitment, compensation, promotions, awards, benefits, position classification, performance management, leave administration, training, disciplinary actions, and labor relations. Occasionally lifts 25lbs, work in patient care areas with and without a mask, work inside and outside, and perform presentations in large groups. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with personnel and human resources processes and recruitment. Experience in administration and management of a complex clinical service. Skilled in setting budgetary priorities and consult management. Adept in communication with external and internal customers, while developing long-term relationships to facilitate the needs of the organization. Experience preparing internal instructions, operating policies, protocols and other types of procedural guidelines. Experience with Ongoing Professional Practice Evaluation (OPPE) and Focused Professional Practice Evaluation (FPPE). Experience coordinating special projects to implement healthcare delivery programs and improve efficiency of health care operations. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.] . Physical Requirements: The work is mostly sedentary, although there is some walking, bending, and lifting. It is sometimes necessary to work at the computer for extended periods of time. The position requires the ability to concentrate with frequent interruptions.
