This position is located at Veterans Affairs St. Louis Health Care System (VASTLHCS) a complex level 1A facility. The incumbent functions as a Program Support Assistant for the John Cochran Planning and Activations (P&A) Section within the Facilities Engineering Service at the VASTLHCS.

Duties

The major duties and responsibilities include but are not limited to: Provides clerical, administrative, and logistical support essential to support professional and technical staff in various management analysis and studies. Participates in the planning, development, assembly and analysis of documentation required for special studies and reports on equipment, procurement of equipment, maintenance contracts, and/or one-time projects. Develops and maintains databases and reports - securing, researching, organizing, and /or tracking data and statistical information in support of the P&A Section. Reviews documents, reports and applications for omissions and inconsistencies, and ensures data entry is complete and accurate in accordance with guidelines. Presents reports to staff, management, and leadership for informational purposes and to support recommendations for future activities. Provides initial analysis (through the gathering, pinpointing, consolidation, and rendering/interpretation) of daily program issues - identifying information that will be useful for decision makers within the service and outlier data requiring immediate attention. Maintains program databases, tracking internal reviews, action items, quality measures, and the efficiency of the program. Develops recommended actions to be taken based upon interpretation of the objectives and requirements for assigned programs, such as running balance reports for control points, reporting required for Design and Construction programs including local, VISN, national, and Joint Commission reports, lifecycle management, and section training and travel requirements. Assists the Section Chief in monitoring projects to determine compliance and consistency with projected planning, changes, priorities and objectives. Creates or generates monthly and quarterly reports required locally or by the VISN Office to ensure staff is compliant with VHA, VASTLHCS and Facilities Engineering Service Policy related to the Planning, Design, Construction and Activation of Non-Recurring Maintenance (NRM), Clinical Support Initiative (CSI) and Minor Projects. Performs inspections from checklists and guidance from the Associate Chief, Planning and Activation relative to activating spaces, space audit support, wayfinding and signage. Responsible for procuring (within delegated authority) and preparing requests for purchase, fabrication, and/or installation of wall coverings, floor coverings, window treatments, etc., in support of P&A Section. Work Schedule: Monday - Friday from 8:00am - 4:30pm Position Description Title/PD#: Program Support Assistant~/ 10139-0 Physical Requirements: The work may require some physical efforts, such as standing, walking, bending, or sitting. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023.You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assist with scheduling and monitoring of purchasing/procurement transactions for the full range of standards items; Present reports to staff, management, and leadership for informational purposes and to support recommendations for future activities; Ability to conduct annual management studies sourced from historical contract data, current acquisition files, and Engineering technical certifications to determine for equipment what annual contracts are necessary; Extract data from database systems to summarize and compile information. You will be rated on the following Competencies for this position:Oral Communication, Organizational Awareness, Project Management, and Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education

As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
