Duties
As a/an Senior Community Planning and Development Specialist, you will:
Serve as a CDBG subject matter expert responsible for the launch, management and implementation of high priority/high visibility or politically sensitive projects of interest to the Office Director or senior leadership.
Provide advice and guidance concerning the interpretation of policies, rules, and regulations. This includes direct communication with field staff, grantees, public interest groups, and others. The Senior CPD Specialist is charged with resolving the more complex policy issues and other issues.
Monitor and evaluate recipients of CPD Programs and other grants. The Senior CPD Specialist is assigned the lead role in monitoring assigned grantees and may serve in an advisory role for other monitoring efforts as requested.
Monitor grantees for compliance by meeting with a variety of local officials, affected citizens, and other interested parties as well as analyzing sample data, reviews files, and performs inspections of funded activities.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Developing or modifying regulations, notices, policies, guidance, or instructions that implement statutory or regulatory requirements for the Community Development Block Grant (CDBG) or any of its component programs (CDBG-Disaster Recovery, the Section 108 Loan Guarantee Program, National Disaster Resilience (NDR), CDBG Mitigation (CDBG-MIT), CDBG Coronavirus (CDBG-CV), Recovery Housing Program (SUPPORT Act or RHP), or the Neighborhood Stabilization Program).
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
