The Veterans Health Administration (VHA) has adopted the Center for Development and Civic Engagement/Voluntary Service Modernization Initiative which is a new model of organizing and consolidating essential voluntary functions and services to the Medical Center. This streamlined and focused approach moves VHA forward in its continuum of providing comprehensive, compassionate, and coordinated care to Veterans.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** There is one position located in Montgomery, Alabama and One position located in Tuskegee, Alabama. MAJOR DUTIES: Assists in all aspects of the development, coordination, and management of the Center for Development and Civic Engagement (CDCE) Office and is responsible for independent management of specific programs or portions of larger programs. Includes, but is not limited to, planning, establishing and implementing policy, developing program goals and objectives, managing, evaluating, and coordinating (internal and external) resources of assigned areas. Assists the CDCE/Voluntary Services Officer in developing short and long-range plans for the accomplishment of CDCE/Voluntary Service program goals and objectives; develops and implements programs and program changes to meet the facilities' or other VA affiliated program's needs. Takes a proactive role in meeting the needs of the facility or other VA- affiliated program in establishing a vital link with the community. Assists the CDCE/Voluntary Services Officer in developing innovative/creative community outreach programs that provide volunteers and financial resources. Develops and fosters a robust network with internal and external stakeholders to build resilient working coalitions in support of the VA mission. Works to strengthen and maintain interpersonal relations with management, volunteers, community service organizations, and staff. Motivates diverse groups of people, staff, volunteers, business and civic groups, services organization officials, etc. into working as a comprehensive and cooperative force that benefits patient care. Mediates conflicting opinions and political sensitivities and interacts with people on all levels within and outside the facility. Develops and delivers presentations to diverse groups within the facility and at off-site locations within the community. Performs other duties assigned. The major duties listed below represent the full performance level of GS-11. At the GS-7 grade level, performs assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Physical Demands: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold). Driving or riding in a vehicle is also required on a routine basis to provide coverage, trainings, or other support at off-site clinics; attend outside community meetings; and support special events. Travel may also occur in support of outreach events and conferences. The incumbent must attend lengthy meetings both during and after regular scheduled work hours. Travel to other medical center facilities is also required. Work Environment: The work is primarily performed in an office setting, however due to the nature of the work, significant travel throughout the community and sometimes the state and surrounding states is necessary to attend meetings, presentations, conferences that may include special activities such as volunteer recruitment and philanthropic engagement events. Coordination of and participation in meetings and volunteer supervision requires presence in various on-site and off-site locations where volunteers are strategically assigned to enhance the VA mission. The Specialist has access to the fax machine, computer and other office equipment as needed. The CDCE/Voluntary Service office is a very busy environment with constant traffic from visitors, volunteers, community partners, patients and hospital staff.

Qualifications

To qualify for this position at the GS-7 level, you must meet at least one of the following requirements: Specialized Experience: Qualifying specialized experience includes experience working for a company, organization, or department specializing in volunteer and/or philanthropic activities; communicating with individuals and groups in community; performing technical program development for a specialized program; performing record keeping and recognition of a volunteer and/or philanthropic program; and applying a high level of expertise in identifying special skills and attitudes necessary for sensitive assignments. ~OR~ Education: One (1) full year of graduate level education in a field that provided the competencies/knowledge, skills, and abilities necessary to do the work. (Transcripts Required) ~OR~ Combination: .Successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. An equivalent combination of successfully completed graduate level education and specialized experience as described above to meet the total qualification requirements for this position. (Transcripts Required) NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. ~OR~ Superior Academic Achievement (SAA): Completed all the requirements for bachelor's degree (and degree conferred) in any field that meets the knowledge, skills and abilities of the position with a superior class ranking demonstrated by one of the following: Rank in the upper one-third of your class in the college, university, or major subdivision. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.
