This position is located in the Division of Resolutions and Receiverships (DRR), Receivership Operations of the Federal Deposit Insurance Corporation, in either Dallas, TX or Washington, DC. Salary reflects a pay cap for this position of $270,000.

Duties

Organize, plan, participate in, or facilitate meetings with FDIC officials, attorneys, accountants; contractors, representatives of financial institution or other private sector business management, potential acquirers and/or other federal and state regulatory agency officials. Manage and direct the analysis of a variety of highly complex failed bank employee benefit plan documents and coordinates the process of terminating the plans including assembling data for legal counsel regarding benefit plan activities and responding to questions received from former bank employees and/or plan participants. Manage and direct the analysis of the most complex documentation in order to determine the appropriateness of a complex claim transaction and the acceptable method of handling said transaction or claim. Manage and direct the review and analysis of depositor insurance determinations relating to financial institutions, including the review and payment of deposit insurance claims and dividends. Serves as the regional subject matter expert for deposit insurance determinations. Works closely with legal representatives in assembling data regarding claims activities, and response to questions received from bank officials. Reviews the most complex claims filed against the receivership of financial institutions. Directs and manages large payoffs in failed FDIC insured financial institutions. Manage and direct the work associated with the analysis of financial information, corporate structure, deposit mix, asset mix, capitalization structure, physical and intangible assets and financial and managerial practices of financial institutions insured by the FDIC in making determinations of deposit insurance, non-depositor, and failed bank employee benefit plan related claims and related resolution strategies. Organize, plan and coordinate initiatives to improve the Receivership Claims systems, reporting mechanisms, and databases. Identify further system enhancements that will improve efficiencies, automation and management information-related systems. Analyze information available from the FDIC, financial institutions and other sources to evaluate changes in the condition of the industry and develop appropriate FDIC response mechanisms to increases in systemic risk. Analyze information regarding new developments, complex deposit structures and evolving financial risks and least cost methodologies. Maintain current knowledge of changes in financial principles within the financial industry which may impact local, national, and/or global economies and the risk to the insurance fund. Exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc. Assure private sector contractor adherence to contract terms, FDIC standards and contracting procedures. Monitor contractors' efficient use of resources, review work papers and recommend acceptance of final product and payment for services upon satisfactory completion of the contracted task. Qualifications

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Technical Experience: Experience in leading, managing, directing and/or coordinating the full range of mission responsibilities related to deposit insurance and non-depositor related claims of failing or failed financial institutions; and train and educate others in the areas of deposit and non-deposit claim and other activities essential to the resolution and closing of a financial institution.
