This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.
Duties
The employee will serve as the Executive Assistant to the CHIPS R&D Director and Supervisory Administrative Specialist for the CHIPS R&D Headquarters. In this role the individual is responsible for formulating the administrative support program for the CHIPS R&D Program and coordinating administrative and executive related support programs for the mission critical functions of the multi-billion-dollar CHIPS R&D Program. Serving as a confidential advisor for operational and administrative processes within the CHIPS R&D Program, the incumbent will be responsible for managing the day-to-day operations which directly support the leadership team.
Responsibilities include providing programmatic and policy related support which require the incumbent to maintain a personal and confidential relationship with senior management. The employee is responsible for handling sensitive and special assignments. Assignments may require the employee to liaison between the CHIPS Program Office, the NIST Headquarters, the Department of Commerce, other federal agencies, the Congress, or the private sector. The
employee is responsible for drafting and reviewing memorandum, correspondence, presentations, and other materials for grammatical accuracy. In addition to normal administrative functions, the employee manages the CHIPS R&D Director's schedule and workload.

Qualifications
This position requires one year of specialized experience equivalent to at least at the GS-13 (ZA-3 at NIST) level. Specialized experience is defined as: providing advice and guidance on a administrative program and policy planning; preparing documentation related to meeting coordination, controlled correspondence, travel, and space; and coordinating with other organizations (internal or external) to accomplish a range of activities, such as resource assessment and scheduling.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
