The primary purpose of this MANAGEMENT ANALYST, GS-0343-09 Target 11, position is to serve as a Management Analyst for the Branch organization.
Duties
Perform studies to review and evaluate the efficiency/effectiveness of substantive program operations and their interrelationships with the branch organization structure.
Prepare studies, monitor and analyze data from reporting systems that generate a variety of production data including customer satisfaction, flow days, financial postures, workload status, etc.
Assist the Directorate manpower analyst in the analysis and review of proposed realignments/reorganizations to determine their impact on current branch operations, policies, and guidelines.
Identify areas for improvement and formulate revised policy and/or procedures, as required.
Serve as the focal point for organizing monthly review meetings and coordinating the agenda and discussion items with attendees.

- PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
- WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-07), or equivalent in other pay systems. Examples of specialized experience includes researching and investigating new or improved business and management practices for application to agency programs or operations; and analyzing new or proposed legislation or regulations to determine impact on program operations and management.

EDUCATION: Applicant must have a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed one full year of graduate level education or superior academic achievement, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-09), or equivalent in other pay systems. Examples of specialized experience includes analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology; and developing life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Projects require substantial knowledge and understanding of the theory and principals of management and organization in the review and analysis of a variety of administrative/clerical processes and procedures in the branch organization.
Knowledge and skill in applying qualitative and quantitative techniques in the identification, consideration, and resolution of issues or problems of a procedural nature. The issues or problems areas dealt with are readily identifiable and observable.
Ability to communicate verbally and in writing.
Ability to plan, organize work, and meet deadlines.
Ability to use office automation tools, and techniques to generate reports, briefing materials, and/or comparable documents.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
