About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Serve as a Branch Chief responsible for planning, controlling, and managing division projects,personnel supervision, and assurance of day-to-day operations of the assigned Branch.
Duties
Supervise, manage, coordinate, and direct a Branch to ensure accomplishment of support services for assigned capabilities and networks.
Provide first level supervision and directs daily operations of civilian and military employees.
Work as Technical Monitor on several contracts supporting organizational mission requirements.
Collaborate across all levels on the incorporation of cyber doctrine, guidance, policy, directives, and plans into Command programs and plans.
Formulate plans, policies, procedures, and technical and programmatic guidance and documentation necessary for implementation of the cyber capabilities operated and managed within the Army's portion of the (DoDIN).
Represent Command on a variety of boards, panels, and advisory groups that include liaison and consulting assignments with key technical and management personnel.
Represent the command at conferences, meetings, working groups, and professional seminars concerning solutions of specific programs.
Provide specific technical and implement guidance, leadership, and technical expertise toIT Specialists engaged in planning, programming, budgeting,
implementation, and operation and maintenance of major enterprise cyber capabilities and programs.
Assure the successful accomplishment of assigned planning and implementation efforts which include negotiation of technical issues, resolution of schedule and programmatic issues, and coordination to include briefings at all command echelons.
Advises in the management and implementation of capabilities within the cyber domain with primary focus on the procedural and technical aspects of program work assignments.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- In support of contingency operations, incumbent may be required to work overtime and shift work on short notice to include nights, holidays and weekends.
- Subject to a supervisory probationary period unless one has previously been completed.
- Completion of mandatory supervisory training or refresher training is required.

To qualify based on your experience, your resume must clearly describe the following quality experience:
One year of specialized experience which includes coordinating and implementing Information Technology (IT) programs and projects, making recommendations to Army Senior Leadership; ensuring compliance with Information Technology plans, polices, or procedures; evaluating processes or procedures to monitor the effectiveness, efficiency, and productivity of IT services and capabilities; supervising or leading a team of Information Technology project management professionals; and providing technical advice on critical or controversial Information Technology issues.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement.
